Inspector's Report

OPDC received the Inspector's report on Friday 1st April following the January hearings. The Inspector has found the plan sound subject to making some main modifications. OPDC will be taking the plan to Planning Committee and then Board recommending its adoption in June 2022.

Modifications Hearings

The Inspector held four public hearing sessions on the post-submission draft Local Plan and its associated evidence documents. The hearings took place on Tuesday 11 January and Wednesday 12 January 2022.

The hearings were held virtually using Microsoft Teams and were broadcast on YouTube. You can watch recordings of the hearings on our YouTube page.

Proposed Table of Further Minor Modifications and associated Statements of Common Ground (November 2021)

OPDC is proposing further minor modifications that have been agreed with representors. The modifications and associated Statements of Common Ground are set out in the document OPDC-42.

Responses from Representors on the right to be heard (November 2021)

In response to the note from the inspector on potential hearings (ID37), the inspector has received the below submissions from stakeholders. The inspector is now considering these submissions and will advise shortly if further hearings will be held and on what matters,

October 2021 update

On 14 September 2021, OPDC Board agreed to submit the Local Plan Main Modifications Consultation Schedule of Comments and Officer Responses and the Table of Further Proposed Minor Modifications to the Planning Inspector. The Inspector has reviewed this material and a Schedule of Post Submission Engagement. These materials are available to view below.

Following his review, the Inspector has set out the next stage of the Examination in document ID-37.

July 2021 update

The consultation on the Main Modifications to the draft Local Plan ran from 17 May to 5 July 2021 and has now closed. You can view the consultation material and find out about the next steps on OPDC’s consultation platform.

In response to the Inspector’s Schedule of Adjustments (ID-36) and addressing other clerical errors the following documents have been updated.

March 2021 update

OPDC are proposing to make a series of modifications to the draft Local Plan.

The Planning Inspector has confirmed (see ID-35) that a Main Modifications consultation can be carried out, subject to some further minor matters set out in the Schedule of Adjustments (ID-36) being addressed. The Main Modifications consultation will be carried out after the Mayoral Elections in May 2021. Further information will be provided in due course.

Interim findings on viability of Cargiant site allocation

This document sets out the Inspector’s Interim Findings on the viability of the Cargiant site allocation. Comments can be provided on the document but should be restricted to factual corrections and information about new events or new facts which have come to light since the 18 July 2019 hearing session. These comments should be submitted to the Programme Officer.

Please note that OPDC will be submitting a formal response to the Interim Findings in due course.
