    This decision seeks approval for the MPS’s 2021-22 Modern Slavery statement and outline ways of working on how this will be included in Commercial decision-making, describing possible contingency measures based on supplier feedback.
    Under the provisions of the Modern Slavery Act 2015, companies with an annual turnover exceeding £36million are required to publish a Modern Slavery Statement. In November 2020, the government announced that from 2021 it was extending this requirement to public sector organisations with a budget exceeding £36million and the MPS subsequently published it’s first Modern Slavery Statement for 2020 - 21. DMPC approval is requested for the 2021-22 Modern Slavery Statement following approval at the Portfolio and Investment Board in September.

    This decision concerns the implementation of the required infrastructure and application upgrade work on the CDW/IIP services to ensure the CD/IIP service over the next 3-5 years.
    The Corporate Data Warehouse (CDW) and Integrated Information Platform (IIP) is a critical system within the MPS that takes data feeds from multiple legacy systems CRIS, CRIMINT, CAD, CUSTODY, MERLIN, STOPS and allows officers to search across them using a single screen. The data feeds contain a subset of the core data records and stores these within the Data warehouse. IIP is the User interface that officers use to trigger a search from within CDW.
    The current CDW/IIP Infrastructure and software have reached end of life and Digital Policing will need to upgrade both to ensure the current service levels are maintained going forward.
    The CONENCT project are planning to expose CONNECT data into CDW/IIP for searching by officers and this increased load will put the current service into further risk if the core components are not upgraded.

    The MPS and NCA formed the OCP in 2004 targeting level 2/3 organised crime comprising staff from both organisations. Various covert authorities can be granted under various Acts.
    Applications can be made to either the MPS or NCA covert authorities unit and must be made by an officer of the same organisation as the authorising officer. Under the relevant Code of Practice (CoP) applications are made using a single gateway. This leads to inefficiency in the granting of authorities taking into account the way the unit is jointly structured and this does not allow this process to be efficient therefore a Sec 22A agreement is required to allow authorities to be requested and authorised within the current structure.

    Since April 2021, the VRU’s place based MyEnds programme has been providing support and funding for communities to lead and deliver interventions across eight neighbourhoods affected by high and sustained levels of violence across London.
    Following the promising first year of the programme, the Mayor was pleased to announce on 12 July 2022 a further £9 million funding in the Violence Reduction Unit’s flagship community-led programme to tackle violence and deliver positive opportunities for young people. This will allow the VRU to learn and build on the promising first year of the programme and continue investing in communities with a view to embedding sustainable practices and resilience in London’s communities. The VRU extended the delivery of the MyEnds programme across all eight currently commissioned neighbourhoods for a further 15 (fifteen) months from 1 April 2023 until 30 June 2024. This has been approved via PCD 1149 dated 25 May 2022.
    The VRU’s commissioning approach is centred on using evidence and intelligence to ensure projects are operating in the areas they are needed most, and that learning is being effective captured and evaluated for long term change. Following the extension to the MyEnds Programme via PCD 1149 dated 25 May 2022, the VRU is keen to also extend the evaluation and capacity building elements of the programme to ensure constant iteration and development grounded in evidence and dynamic learning.
    This proposal is to allocate a total of £250,000 to fund the evaluation and capacity building activities complementing the delivery and implementation of the MyEnds programme over 15 (fifteen) months from 1 April 2023 to 30 June 2024.

    This Decision requests the Deputy Mayor for Policing and Crime approves a funding award across the hospital-based youth work programme. This includes 4 contract extensions and one grant extension within the 23/24 financial year and 3 direct awards of funding across the 23/24 and 24/25 financial years. This allocation is approved in PCD1149.
    Since Spring 2022, the VRU have been undertaking scoping work, working with stakeholders to understand the current delivery, funding landscape and updated picture of violence to determine how to best to utilise our investment to better support young people presenting at hospital sites in London.
    The contract extensions will enable young people presenting at hospital sites to continue to be supported by youth workers ensuring continuity of service, whilst recommission work is underway.
    The direct awards will allow for existing services to continue to support young people by providers who are embedded in hospital sites, who have match funded for their existing service and have a knowledge of the local site where they are best placed to support young people.

    The Commissioner has identified a number of initiatives as part of his one hundred day plan. The deployment of a smartphone to every officer and to front line policing staff is amongst the high priorities.
    The rollout of smartphones will increase accessibility and mobility of MPS officers, in turn this is expected to improve victim care, support the MPS officers & staff, and rebuild trust and confidence in the police.
    The proposal is to acquire and provide 29,737 smartphones to all officers and identified staff at a capital cost of £8.6m (£8.2m in 2022/23 and £0.4m in 2023/24), with revenue for on-going support of £0.8m in 2022/23 rising to £3m per year from 2023/24. There is an ongoing capital refresh requirement of £3m in 2024/25 and £9m in 2025/26. The costs will be funded in part from the 2022/23 underspend, a reallocation of existing budgets and by adding to the Capital Programme in future years.

    Reducing and preventing violence and protecting people from being exploited or harmed are key priorities in London’s Police and Crime Plan 2022-25.
    Tackling violence is a top priority for the Mayor so, to support this in 2022, MOPAC was allocated funding to further support the reduction of seriousness and frequency of offending and victimisation of children and young people involved or affected by violence and exploitation.
    This decision requests a total of £1,000,000 funding from this allocation, across 2022/23 and 2023/24 to support the following programmes:
    The Lambeth housing-related support service for young males at risk is an innovative project being run by the London Borough of Lambeth. They are commissioning specialist accommodation for young people who are at high risk due to their gang associations but wish to leave that way of life.
    The London Gang Exit programme, led by Safer London, provides specialist one-to-one case work support and help for young Londoners affected by violence and group offending.

    In the Police and Crime Plan, the Mayor sets out his commitment to protect children and young
    people from violence, harm and exploitation. This decision requests continuation and extension of
    funding to the end of March 2025 to the following projects and services to ensure young Londoners
    continue to have access to specialist support needed to help them cope and recover from crime or
    trauma and/or reduce risk of victimisation and exploitation.
    The following have been identified as vital for achieving the Mayor’s key aims of supporting young
    people to exit the harm caused by gangs and serious violence; supporting young people to recover
    child sexual abuse, child sexual and/or criminal exploitation:
    • Hospital-based youth work - supporting young victims who attend hospitals with injuries from
    violence
    • Information Sharing to Tackle Violence and Safestats – collating violence data from hospitals to
    improve understanding of where and when violence happens
    • Funding to support local and regional safeguarding activity, including contributory funding to
    the London Safeguarding Children Partnership
    • The Lighthouse – which supports children and young people who have been sexually abused in
    North Central London
    • Child Sexual Abuse Hubs – which supports children and young people who have been sexually
    abused in North West, North East, South East and South West London.
    • Triage+ – supporting the identification of children and young people impacted by violence and
    exploitation and subsequent navigation to appropriate support.
    The total financial commitment will be £5,987,324 in 2023/24 and 2024/25.

    The Capital Strategy sets out the capital investments MOPAC anticipates making for the long term, whilst the Treasury Management strategy summarises that planned capital spending and sets out how MOPAC will manage its borrowings and investments over the short and medium term.
    The GLA will continue to implement the MOPAC Treasury Management strategy via the Treasury Management Shared Service arrangement. MOPAC is currently a member of the GLA Group Investment Syndicate (GIS), and manages all MOPAC investments via the syndicate. These arrangements are in the process of being changed. From April 1st 2023 the London Treasury Liquidity Fund LP (LTLF) will manage all MOPAC investments to generate financial and risk reduction benefits. GIS assets are currently being transitioned from the GLA into the London Treasury Liquidity Fund LP (LTLF), MOPAC will join LTLF as a limited partner, replacing its GIS interest with an equivalent interest directly in LTLF. These new arrangements will provide additional regulated oversight and assurance.
    The MOPAC Treasury Management Strategy will make use of both the London Treasury Liquidity Fund LP (LTLF) for investment purposes and has the capacity if required to make investments in its own name. This is designed to spread counter party risk.
    The external debt and treasury management limits and indicators in Appendix 2 are consistent with the MOPAC medium term financial strategy and 2023-24 budget.
  • PCD 1300 - Additional 2022/23 Ministry of Justice Funding for services to victims of crime

    MOPAC receives funding from the Ministry of Justice for victim and witness support services that MOPAC commissions in London. In July 2022 the Ministry of Justice issued two grant agreements confirming MOPAC’s multi-year funding allocation for 2022-25 (see PCD 1235).
    In August 2022, the Ministry of Justice confirmed MOPAC will receive additional ‘Core’ grant funding for victim support services in 2022-23 and additional ‘general’ grant funding for the Male Rape Support Service Fund (MRSSF) in 2022-23, both of which require to be spent by the end of FY 2022/23. Two addendums to the grant agreements were subsequently issued to MOPAC in September 2022 for this additional funding. This decision seeks approval to accept the additional grant funding for 2022/23, sign the Ministry of Justice grant agreements, and manage the onward distribution of the funding to victim services.
    The total additional Core grant funding confirmed for 2022-23 is £904,473.84, bringing the total Core funding for 2022/23 to £11,321,735.28. The total additional general grant funding for the MRSSF in 2022-23 is £1,672, bringing the total General grant funding for 2022/23 to £10,618,073.60.

    This decision concerns the approval of a 50% uplift in the value of a contract with Parkvets Ltd for the provision of veterinary services for MPS dogs. The original contract value was for £659,200, the additional 50% uplift value is £329,600, bringing the new contract value to £988,800. The extension to value will enable the Authority to extend the contract into its third year whilst a tender is run for a replacement contract.
    As an immediate contingency Commercial Services has approved an extension (for value only) within their delegated authority of 10% of the original contract value. However, the proposed value for a one year extension exceeds this value and the time is required to run a tender for a replacement contract.
    Approval is also required to run a tender for a replacement contract for veterinary services. The tender will be for a maximum value of £1,800,000 divided into two lots. One lot for Standard Veterinary Care & Animal Welfare Support will have a maximum value of £1,500,000 and the second lot for Complex Veterinary Care and Enhanced Support will have a maximum value of £300,000.
