Purpose of OPDC’s Draft Supplementary Planning Documents

OPDC was established by the Mayor of London in 2015 to oversee the delivery of new homes and jobs in Old Oak and Park Royal. As the local planning authority for the area, a key part of our duty includes the production of a Local Plan which sets out the vision and policies for development and regeneration. The draft OPDC Local Plan was submitted to the Secretary of State for independent examination in October 2018. Adoption of the Local Plan is expected in 2019.

To support the delivery of the Local Plan, OPDC is producing a series of Supplementary Planning Documents (SPDs). The first three of these draft documents have been published for public consultation:

Purpose of the Planning Obligations SPD

The draft Planning Obligations SPD provides guidance on what planning obligations will be required of applicants for new development which require a section 106 legal agreement. This includes obligations relating to the delivery of new green and open spaces, social infrastructure, utilities infrastructure, public transport and provision of affordable housing. The SPD sets out what, how and when such obligations will be sought for different types of development.

Purpose of the Passive Energy Performance SPD

The draft Passive Energy Performance, Daylight and Overheating in High Density Development SPD provides guidance to applicants on how best to achieve the environmental targets set out in OPDC’s draft Local Plan and minimise carbon emissions.

Purpose of the Waste Management SPD

The draft Waste Management in High Density Development SPD sets out how waste management should be considered in the design and management of high density developments to ensure proposals support recycling targets.
