Conservation Areas and Areas of Local Character
We are in the process of establishing and refreshing heritage area designations. For the OPDC area these are conservations areas and areas of local character. Public consultation will be carried out for each area.
Conservation areas
Conservation areas are defined in legislation and national guidance as “an area which has been designated because of its special architectural or historic interest, the character or appearance of which it is desirable to preserve or enhance”. They are recognised as ‘designated heritage assets’.
A conservation area is a heritage asset in its own right. It ensures that the Area, as a whole, is defined as having special interest as well as its individual features.
Conservation area designations assist OPDC in managing development while preserving and/or enhancing the character or appearance of the area. Specifically, it limits permitted development rights within an area and provides us with additional tools for demolition proposals, trees and location of advertisements.
Existing conservation areas
There are a number of existing conservation areas within Old Oak and Park Royal that have been designated by OPDC and, previously, by the boroughs. These benefit from supporting material used to inform their management. Until these designations are reviewed and refreshed by OPDC, this material will remain in place. The existing conservation areas are:
Cumberland Park Factory Conservation Area

Designated by OPDC in 2017 with supporting material, this area includes late-Victorian/Edwardian industrial buildings.
We will also be developing Management Guidelines for the area.
Old Oak Lane Conservation Area

Designated by the London Borough of Hammersmith and Fulham in 1982, and later transferred to London Borough of Ealing, who published the current supporting material in 2007. This area includes the Victorian Island Triangle railway workers’ cottages.

Canalside Conservation Area (part of the Grand Union Canal)

Designated by the London Borough of Ealing in 1993, with the current supporting material published in 2008. This area includes a portion of the Grand Union Canal within the London Borough of Ealing between Acton Lane Bridge and Old Oak Lane Bridge.

We will designating a conservation area for the length of the Grand Union Canal within the OPDC area. Supporting material will be published with this designation.
Grand Union Canal Conservation Area (part of the Grand Union Canal)

Designated by the London Borough of Hammersmith and Fulham in 2002. Draft supporting material was developed in 2014 but not published due to the establishment of OPDC. This area includes a portion of the Grand Union Canal within the London Borough of Hammersmith and Fulham between Old Oak Lane Bridge and a point south of Kensal Green Cemetery.
We will designate a conservation area for the length of the Grand Union Canal within the OPDC area. Supporting material will be published with this designation in due course.
Proposed conservation areas
We will be designating two new conservation areas within Old Oak and Park Royal:
Grand Union Canal Conservation Area
This area will include the length of the canal within the OPDC area. It will replace the existing Canalside and Grand Union Canal conservation areas.
Old Park Royal Conservation Area
This area will be focused around St. Leonard’s Road, Chandos Road and Bashley Road in Old Park Royal.
Areas of Local Character
Areas of Local Character are defined in OPDC’s Heritage Strategy as “areas of discernible architectural, historic or community interest”. Buildings or spaces, within the area, will have some group value or common associations, but do not have sufficient heritage value to be designated as conservation areas. They are recognised as ‘non-designated heritage assets’.

We will be identifying two Areas of Local Character within Old Oak and Park Royal:
- Standard Road area: this will include the industrial area between Sunbeam Road and Minerva Road in Park Royal
- Wells House Road area: this will include the residential area along Wells House Road
