Biography
Zoe joined the GLA in May 2022. She previously worked in the House of Commons in various research and committee roles, including on the Foreign Affairs Committee and as Senior Clerk to the Joint Committee on the National Security Strategy. She has since worked in parliamentary development and committee staff training in a number of parliaments abroad, including spending a year with the Committee Office in the Myanmar Parliament. Immediately prior to joining the GLA, Zoe was Regional Director, Africa at the Westminster Foundation for Democracy. She lives in south-west London.
Responsibilities
Responsible for leading and co-ordinating an effective Member-led scrutiny and investigation process, through the development of the work of the London Assembly’s scrutiny committees. Developing and managing a comprehensive and co-ordinated programme of scrutiny reviews to:
- influence the development of the Mayor’s strategies, decisions and policies;
- monitor and review performance and service delivery of the Greater London Authority and Functional Bodies;
- using feedback from London government stakeholders, the media and the public, to demonstrably enhance the impact and reputation of the London Assembly; and
- promote the well-being of London
Ensuring outstanding performance from the Scrutiny function, maximising capacity and developing a dynamic culture focused on outcomes, as well as enabling value for money from the Assembly budget and commissioning quality consultancy to assist in effective scrutiny.
