Public consultation 14 August - 27 September 2020

Subsequent to the Mayor’s direction, on 17 July 2020 the applicant submitted revisions to the Applications, including:

  • Increase in residential unit provision from up to 813 units (including 150 flexible assisted living and/or residential units) to up to 1,250 units.
  • Increase in affordable housing provision from up to 17% to up to 30%.
  • Increase in height of some buildings, of up to three storeys.
  • Changes to the layout of Buildings 18 and 19.
  • Conversion of Block 20 from a row of terrace housing to a pair of four storey buildings.
  • Reduction in the size of the western basement, resulting in an overall reduction in car parking spaces of 186 spaces, and introduction of an additional basement storey beneath Building 1 (the Cinema).
  • Other amendments involving changes to internal layouts, relocation and change to the quantum and mix of land uses across the Site.
  • Removal of the nursing home and assisted living proposals from Development Area 2.
  • Landscaping amendments, including canopy removal of four trees on the north-west corner of the Site.
  • Updated supporting documents for all Applications.

The applicant’s submission includes further environmental information under Regulation 25 of the EIA Regulations in relation to the Environmental Statement which accompanied the Applications.

Consultation period: The consultation period ran until Saturday 27 September 2020.

Re-consultation 1 October - 31 October 2020

Subsequent to the Mayor’s direction, the applicant submitted revisions to the Applications, including:

These amendments were subject to public consultation between 14 August and 27 September 2020.

• Revised drawings including amendments to cinema/office design (Block 01), resulting in a reduction in the height of the building by 2 metres.

• Revised Environmental Statement Addendum, including additional letter with Annex to set out assessment of revised cinema/office design in ES terms (alongside relevant revised viewpoints).

Consultation period



The consultation period ran until Saturday 31 October 2020.

Withdrawal of Application C

The applicant has formally withdrawn Application C. The withdrawal letter is available to view below.

Re-consultation 8 February - 8 March 2021

Subsequent to the Deputy Mayor’s direction, the Applicant previously submitted revisions to the Applications, which the GLA consulted on in August and October 2020. The Mayor subsequently resolved to postpone the Representation Hearing previously scheduled for 26 November 2020, in order to enable further assessment of the proposals to take place.

The applicant has subsequently submitted additional information in response to issues raised during previous consultations. This further information has been published, and comprises:



• Technical Note TN039 – Detailing transport impacts resulting the closure of Hammersmith Bridge.

• Technical Note TN040 – Providing the applicant’s response to transport issues raised during previous public consultation processes.

• Technical Note TN041 – Providing a summary of traffic modelling findings.

• Highway Mitigation Option Plans.

All of the abovementioned documents are available to download on the links below.

Please note that the applicant has withdrawn ‘Application C’ (LPA Ref: 18/0549/FUL, GLA Ref: GLA/4172b), which proposed works to Chalkers Corner Junction. The applicant’s alternative proposals for Chalkers Corner Junction are discussed in the above Technical Notes and in the previous Transport Assessment accompanying the amendments consulted upon last year.



Consultation period



The consultation period ran until 8 March 2021.

Representation hearing

The public Representation Hearing was held in The Chamber at City Hall on Tuesday 27 July at 2pm. Following the Hearing, the Mayor resolved to refuse planning permission for these applications.
