Regeneration project: Tottenham

Tottenham is getting £28m from the Mayor’s Regeneration Fund (the biggest grant of its kind), matched by £13m from Haringey Council and £20m from TfL. A regeneration strategy for Tottenham is being prepared to lead the revitalisation of an area marked by decades of decline and scarred by 2011’s riots. Tottenham’s town centre will be improved with new public spaces and housing, increased transport capacity and transport links, so that it can reap the benefits of Tottenham Hotspur’s new £400m stadium development. A skills and jobs programme is also boosting growth and helping to restore local pride. Overall, this investment will help Tottenham become an attractive place in which to live, work and invest.

Animating places

The Growth on The High Road project designed by Adams and Sutherland will bring the town centre back to life, focusing on two important locations on Tottenham High Road. The underused Tottenham Green is being re-landscaped and upgraded to become a focal point for the area. Haringey Council is also working to secure better uses for council-owned buildings around the green. In the town centre of Bruce Grove, Holcombe Market and its surroundings are being redesigned to make the space more attractive and easier to use, bringing more activity to the isolated area. Works to White Hart Lane station will make it more visible, and breathe life into a number of unused railway arches with new commercial uses.

Hosting events

Since 2012 there have been 11 community-focused events across Tottenham supported in part by the Mayor. Events have included on-street cinema screenings, community sports events, street markets and consultation exercises. The events have encouraged local residents and traders to engage in their local area, taking ownership over public spaces and building community cohesion. The interest and enthusiasm generated by these events has contributed to the establishment of residents and business associations.

Public spaces

Major improvements to public spaces in Tottenham designed by Adams and Sutherland, are creating a more welcoming and safer place. Tottenham Green is being re-landscaped with better lighting, pathways, surfaces and play spaces. This will create a new civic space at the heart of Tottenham which lets people move through more easily and offers a pleasant place to linger. The de-cluttering of street furniture along Tottenham High Road will make the high street easier to navigate on foot. Public spaces around Holcombe Road Market are also being spruced up to give it a more attractive setting and open up pedestrian routes to the High Road.

Building frontages

A prominent grade II listed building on Tottenham High Road has been renovated to signify Tottenham’s revival and provide a affordable and supportive workspace for new SME businesses. After being badly damaged in the August 2011 riots, the elegant Edwardian building was restored by architects Sergison Bates to create a new high street landmark housing the 639 Enterprise Centre. In addition, over twenty local businesses in Bruce Grove and West Green Road are being offered up to £2.5k to smarten up their frontages, making for a more welcoming shopping environment and shows Tottenham’s open for business.

Supporting business

Funded by the Mayor’s Regeneration Fund and run by local charity London Youth Support Trust, the 639 Enterprise Centre helps local people get started in business and gain employment skills. As well as offering support, training and mentoring, the centre hosts affordable office units, an exhibition gallery, shared workspace and conference and board rooms. 639 also enables residents to get involved in volunteering as part of the Mayor’s Team London programme. Businesses already benefitting include Supamums, a group helping teenage and young parents find training and employment, and Made in Tottenham, a fashion company that creates up-cycled clothing.

Transport

Tottenham Hale station is being redesigned by Landolt+Brown to help pedestrians and motorists move more easily between the station and the town centre. This will allow the combined bus and train station to act as a proper gateway to Tottenham. Work is also underway to improve capacity and design of the White Hart Lane station, and to make it more visible from the street. Both these projects are being funded by TfL as part of a larger effort to enhance Tottenham.

Preparing for change

In order to coordinate investment, a detailed masterplan and regeneration strategy was developed by Arup and Architecture 00 as the first step of the Mayoral project. This plan identified a number of actions needed to enable Tottenham’s regeneration and long term economic growth. These actions have helped to restructure the plan of work for Haringey Council. The regeneration strategy is a vital road map for the future and gives the Mayor and council a clear vision on how to make real and meaningful change in Tottenham.
