About the Wimbledon Park Golf Club call-in
This page is for details on the Wimbledon Park Golf Club cross boundary hybrid planning applications. The Wimbledon Park Golf Club falls within the London boroughs of Merton and Wandsworth.
This planning application was called-in by the Deputy Mayor for Planning, Regeneration and Skills on 22 January 2024, meaning that the Mayor of London will now be responsible for deciding upon the application, instead of Merton and Wandsworth councils. Merton Council resolved to grant permission subject to planning conditions and conclusion of a Section 106 legal agreement in October 2023 and Wandsworth Council resolved to refuse the application in December 2023.
Representation Hearing – date TBC
A public Representation Hearing is due to be held for the Deputy Mayor for Planning, Regeneration and the Fire Service, Jules Pipe, to consider the Application in detail and to determine whether planning permission should be granted. The date is still to be confirmed and will be announced in due course.
Post Consultation
Public consultation 9 May 2024 to 8 June 2024
The Applicant submitted revisions to the Application to the Mayor on 29 April 2024.
The 29 April 2024 revisions include the following:
- Creation of a new northern parkland providing an additional 1.7ha of publicly accessible parkland
- Re-alignment of the estate rail located within the AELTC’s southern parkland, adjacent to the ecology zone, to provide an additional area of accessible parkland (0.3ha)
“Cross boundary (Merton/Wandsworth) hybrid planning application (comprising part full permission and part outline planning permission) for expansion of the All England Lawn Tennis Club grounds onto Wimbledon Park Golf Course with the introduction of new tennis courts, tennis related infrastructure and new buildings.
Full planning permission for the provision of 38 grass tennis courts and associated infrastructure, comprising of the re-profiling of the landscape and the removal, retention and replanting of trees; provision of 7 no satellite maintenance buildings; the provision of a boardwalk around the perimeter of and across Wimbledon Park Lake, lake alterations (including lake edge, de-silting & de-culverting), highway works to Church Road; new pedestrian access points at the northern and southern ends of the site; new vehicular access points; and the creation of a new area of parkland with permissive public access.
Outline planning permission (with appearance, means of access, landscaping and scale reserved - layout only considered in detail) for the erection of new buildings and structures, including an 8,000-seat parkland show court incorporating a qualifying player hub, guest facilities and associated event operational facilities; a central grounds maintenance hub and 2no. players hubs.”

Consultation period:
The consultation period runs until 8 June 2024. The Application will not be decided before this consultation period ends. Comments received after this date, but before a decision is made, may still be taken into account.
We are undertaking this round of notification to ensure that everyone has the opportunity to let the Mayor know their views on the proposal. If you have already submitted comments to the GLA electronically by email or online you do not need to submit another comment to us unless you wish to raise any additional points.
All representations you have previously made on this application and received by the London Borough of Merton or the London Borough of Wandsworth will also be taken into account.
What is a call-in?
The Mayor has the power to ‘call-in’ an application for their own determination. This means that the Mayor of London will now be responsible for deciding upon the application, instead of Merton and Wandsworth councils. Merton Council resolved to grant permission subject to planning conditions and conclusion of a Section 106 legal agreement in October 2023 and Wandsworth Council resolved to refuse the application in December 2023. Planning application journey so far
Since the application was validated by Merton and Wandsworth councils in August 2021, as the Local Planning Authorities for this cross boundary hybrid planning application, they have consulted local people on the application and subsequent amendments that have been made to the scheme. The below table summarises the key dates of the application, with links to further information about each step.
What happens next
Following the public consultation, the next key step in the process, will be for a Public Hearing to take place. More information on this is available below
Public hearing
The Mayor will hold a Public Hearing (usually at City Hall) before making a decision.
At the hearing, the Mayor will be provided with a detailed update on the proposals from the GLA case officer. The Mayor will then hear views from the Councils, in this case, Merton and Wandsworth, the Applicant for the scheme and any objectors or supporters who register to speak at the Hearing. The Mayor will then retire to make a decision to grant or refuse the application, usually returning within about an hour or so to announce the decision. The Mayor can defer the decision for 5 working days - where the decision will be announced online here on this page.
Anyone who commented on the application, will receive an email/letter from us at least 21 days in advance of the Hearing and will be provided with details on the Hearing along with the opportunity to register to speak at the Hearing should they wish to do so.
