Wapping Boat Yard Repairs

Repairs are required to the Wapping Boat Yard hoist working platform. This paper seeks approval for the investment of upto £1.27m to undertake the repairs, and for the award of a contract from an approved framework. The cost will be met from the existing MPS Capital Programme. A claim has been lodged with insurers to recover costs arising from the damage.

The Deputy Mayor for Policing and Crime is recommended to:

1. Approve the works at Wapping Boat Yard which will be met from the existing Forward Works capital budget.

2. Approve the contract award for repair works at Wapping Boat Yard to Coniston via the MPS Building Works Framework.

1. Introduction and background

1.1. The Wapping Boat Yard suffered damage and its boat lift facility is not functioning. This paper seeks approval for the necessary investment to re-instate the facility, and to award a contract to carry out the works.

2. Issues for consideration

2.1. The works are necessary to enable the on-going maintenance of the fleet of MPS marine vessels.

2.2. A claim has been lodged with insurers to recover costs arising from the damage. Proceeding with the works in advance of the claim being settled will not prejudice the claim in any way.

3. Financial Comments

3.1. The cost of the proposed works is £1.27m. This cost will be met in the first instance from within the existing MPS 2019/20 Capital Programme Forward Works budget. The Capital Programme Forward Works budget will be reimbursed with any recovery from insurers.

4. Legal Comments

4.1. Section 6 of the Police Reform and Social Responsibility Act 2011 (“the Act”) provides the MOPAC must secure the maintenance of the Metropolitan Police Service, and secure that the Metropolitan Police is efficient and effective.

4.2. In carrying out its functions, the MOPAC may, under paragraph 7, Schedule 3 of “the Act “do anything which is calculated to facilitate, or is conducive or incidental to, the exercise of the functions of the Office”. This includes, entering into contracts and other agreements, in addition to acquiring and disposing of property (including land

4.3. Under section 4.8 of the MOPAC Scheme of Consent and Delegation the DMPC must approve all “Business cases for revenue or capital expenditure of £500,000 and above”, and “reserves the right to call in any MPS proposal to award a contract for £500,000 or above”.

5. Commercial Issues

5.1. The consultancy work has been sourced from the MOPAC approved MPS Construction Professional Services Framework, whilst the repair works have been procured via MOPAC approved MPS Minor & Intermediate Building Works Framework.
