Executive summary

Working in collaboration and funded by Transport for London (TfL), the MPS are looking to procure a document management system, batch print solution and online viewing solution to modernise their back office for the enforcement of camera generated traffic offences such as speeding and red light running.

The process efficiencies achieved through the implementation of this document management system will enable a significant increase in the number of offences processed by the MPS Traffic Prosecutions team without any increase in the current team size.

This project is a key enabler of the Vision Zero strategy, set by the Mayor of London, TfL and the Met Police, to reduce the number of people killed or seriously injured on London’s roads with the ultimate ambition to stop any person being killed or seriously injured in a collision by 2041 and contributing to the MPS vision of making London safer for everyone.

Recommendation

The Deputy Mayor for Policing and Crime is recommended to:

  • Approve capital expenditure of £472k fully funded by Transport for London
  • Approve proposed procurement activity and contract award, resulting in revenue expenditure to be funded by Transport for London.

1. Introduction and background

1.1. Working in collaboration and funded by Transport for London (TfL), the MPS are looking to procure a document management system, batch print solution and online viewing solution to modernise their back office for the enforcement of camera generated traffic offences such as speeding and red light running.

2. Issues for consideration

2.1. This is a TfL led and funded initiative. As operators of the system the MPS will be the contracting body for the necessary software and support agreements.

3. Financial Comments

3.1. This project is funded out of the Capital Reserve that TfL pay into as part of the Section 25 SPS agreement. There is therefore no overall impact on MPS capital or revenue budgets with all spend fully funded by TfL income.

4.1. The MOPAC Scheme of Delegation and Consent requires DMPC approval for all unforeseen contract variations and extensions with an original value of £500,000 or above, when the variation or extension is greater than 10% of the original value and/or is for a period of more than 12 months.

4.2. MPS is proposing to use the G-Cloud framework to procure the services as outlined in this report which is a procurement compliant route for MPS to purchase services.

5. GDPR and Data Privacy

5.1. The project does not currently use personally identifiable data of members of the public, so there are no current GDPR issues to be considered. If the project uses personally identifiable data of members of the public at a later date DPIAs will be completed as needed.
