Executive summary
This paper seeks approval for a Single Tender Action (STA) to extend the engagement of a provider on the Information Futures Programme, which is part of the One Met Model (OMM) transformation portfolio. The extension will deliver a series of pilots that are fundamental to informing the development of the strategic business case and associated high level design for the Programme.
Recommendation
The Deputy Mayor for Policing and Crime is recommended to:
Approve the issuing of a new contract, via a single tender action, to CA Partners Consulting starting 24th May for a value of £252K. This will deliver six pilot projects, which will be a critical input into the development of the Programme Strategic Business Case, as well as providing benefit in their own right.

1. Introduction and background
1.1. CA Partners were originally contracted to develop a baseline understanding of the Metropolitan Police Service culture with respect to data, and to identify the main challenges perceived with it today. A staff survey received c.1300 responses and a series of interviews with senior officers and staff was conducted that identified a series of candidate pilots that could be undertaken to better understand the issues surrounding implementation of a ‘data driven’ Met and in so doing, inform the development of the Programme High Level Design and Strategic Outline Business Case.
1.2. The incumbent supplier is uniquely able to do this work in the time period required, because of their skills, knowledge from phase 1 and stakeholder relationships. Their fee rates are equivalent to other service providers supporting the portfolio at present.
2. Issues for consideration
2.1. A decision to withdraw from delivery of the pilots at this point would represent a significant risk to the High Level Design and Strategic Outline Business Case and in turn to delivery of the Programme as a whole.

3.1. The total cost for this work is £252k, which will be funded from the One Met Model Transformation Major Change Fund.
