Like the Ultra Low Emission Zone, the NRMM LEZ requires all engines with a 37 kW - 560 kW power rating to meet emission standards based on engine emission 'stages.'

The standards are the same for all sites operating within Greater London.

  • Current standards are EU stage IV as a minimum.
  • Stage IV has not been directly defined for variable speed engines smaller than 56 kW. In most cases, these engines must meet stage V.
  • Stage IV has not been defined for machines with constant speed engines such as generators, these machines need to meet Stage V.

All machinery in Greater London (shown in blue) should meet stage IV as a minimum.

When you register a new site, you can drop a pin at the location to confirm that it's within the Greater London boundary.

NRMM LEZ standards will get tighter over time.

  • From 1 January 2030, standards will be stage V across London.
  • From 1 January 2040, only zero emission machinery will be allowed.

All sites in the NRMM LEZ must log machinery with a 37 kW - 560 kW power rating, using the online register.

New users must create an account before accessing the register.

Existing users can log into their account to:

  • register a new site
  • add machinery to an existing site
  • accept an invitation to register machinery at any other site.

The register is the only way that site operators can get exemptions or approvals for retrofitted or specialist equipment.

If your machine does not meet your site's emission standards, you can retrofit additional pollution control equipment instead of replacing machines or engines.

There are various retrofit systems, and some are more effective than others. To ensure that fitted systems are suitable for the NRMM LEZ, we only accept retrofits listed on the Energy Saving Trust website.

All retrofitted machines with power rating between 37kW - 560kW need an exemption.

In limited circumstances we can issue exemptions for machines that do not meet standards, and have not been retrofitted.

You must provide evidence when applying for an exemption, and every request is considered on a case-by-case basis.

Helpful exemption application tips

All NRMM exemption requests must have sufficient evidence to support them.

This should include full site-specific details on why you need the exemption, and a dated statement from the supplier issued within the last 6 months, confirming that the site has no compliant solutions.

You should also provide evidence of your supplier's outstanding order as proof that they are working towards a compliant fleet.

Additional requirements for generator exemptions

Loading data or equivalent to demonstrate onsite power demand, and an explanation of applicable loading issues.

Details of other technologies considered to try and overcome loading issues, for example:

  • generator re-sizing
  • battery energy storage systems (BESS) where appropriate
  • kinetic energy storage (external Flywheel unit)
  • chaining smaller generators together
  • alternative fuels and/or diesel exhaust fluids (DEF)  less prone to exhaust blockages

From 1 January 2025, NRMM LEZ standards will be EU stage IV as a minimum across London.
