Application: holding a rally outside City Hall
The Greater London Authority recognises that as an integral part of the democratic process individuals or groups of people may wish to hold rallies or protests outside City Hall to make their cause known or to influence the Mayor of London and London Assembly Members.
Achieving a balance
In order to achieve the balance between the rights of those holding a rally and the rights and freedoms of others to go about their business we have put together this guidance and simple application process.
The over-riding consideration being the safety of everyone and not causing harm to others or disturbance to our residential neighbours.
Where is best suited to hold a rally?
The spaces that are most suited to a rally are on the areas either side of the public entrance to City Hall (Lawns 2 and 3) which are on the east side of the building (the dock side). The lawns provide large, and in places elevated, areas where people can stand, be seen and disperse safely. The attached plan at Annex A shows these areas.
The GLA will allocate rally organisers a specific area which they are encouraged to use. Where the GLA becomes aware of multiple rallies taking place on the same day at the same time, we will allocate different areas for individual groups. Should there be an over-subscription for the same date and time or concerns for public safety a request may be declined, but an alternative day or time will be offered. We operate on a first come first served basis.
Being considerate to others and the environment
To ensure the safety and well-being of those attending and others in the area, including our residential neighbours, please observe the following simple rules:
- Do not obstruct the entrances and access routes to City Hall
- Keep public access to the paths and walkways clear and accessible
- Keep away from the dock edge path
- To avoid undue disturbance to neighbours and other users of the space, the use of sound amplification equipment is prohibited
- Equipment, infrastructure, installations etc are not permitted
- Keep any noise (eg. chanting, singing) directed toward City Hall and within the hours of 08:30am to 6pm
- Overnight rallies or camping is not permitted anywhere around City Hall
- Be respectful of our neighbours and others who may be enjoying City Hall Gardens and the local area
- Do not attach posters or stickers to the building, lamp posts or other infrastructure
- Take away any banners, leaflets or rubbish when you leave
- Trading and soliciting donations are prohibited
- The distribution of food as part of a rally or protest is prohibited
Responsibility of organisers
Organisers have a responsibility for the safety of those attending and others their activity may impact.
A risk assessment for the activity should be carried out by the organiser in advance and suitable and proportionate safety measures put in place.
Organisers may be held liable for any injuries resulting from their activity and for any damage caused to third party property, including property of the Greater London Authority. It is advisable that organisers have Public Liability Insurance (min. £5m) in the case of claims being made against them.
Participants’ welfare
The area outside City Hall can be windy and cold as well as hot and sunny. There is no protection from the elements on the area outside the building so please do advise participants in a rally to check the weather forecast and dress accordingly.
There are no local public conveniences external to City Hall.
A public café and toilets are available inside City Hall, subject to visitors going through security search and screening procedures and complying with the building Admissions Policy.
Security
For everyone’s safety Security Officers are on site 24/7 and carry out regular patrols in the area. Please feel free to speak to them and if you see anything unusual or suspicious during your rally, including left items, please report it to them immediately.
Access to City Hall
Access to City Hall is subject to the public opening hours and complying with the GLA’s Admissions Policy. This prohibits certain items from being brought into the building including banners, leaflets and items that could cause disruption to the business of the Authority.
Protests are not permitted inside City Hall; however, leaflets may be handed in at the Search and Screening Area or the Reception Desk and they will ensure they are delivered to the person you wish to reach.
