In October 2016, the Mayor published A City for All Londoners, which outlined the capital’s top challenges and opportunities across priority policy areas, as well as the changes that the Mayor wanted to see.

The draft new London Plan was published in December 2017 and was followed by a three month consultation. The consultation responses were taken into account in drafting suggested changes to the Plan, which were published in August 2018.

The Plan was taken through an Examination in Public between January and May 2019.

A Consolidated Suggested Changes version of the Plan was then produced, including all the changes to the Plan up to that point.

The Mayor received the report from the Panel of Inspectors in October 2019. The Mayor made further modifications to the Plan in response to the report, and submitted the Intend to Publish London Plan to the Secretary of State, including his responses to the Panel’s recommendations:

The Intend to Publish London Plan was laid before the London Assembly in February 2020.

The Secretary of State directed changes to the London Plan in March and December 2020 and confirmed in January 2021 that he was content for the London Plan to be formally published.

The London Plan 2021 was formally published by the Mayor on 2 March 2021.
