    The MPS currently has three contracts with Atos IT Services UK Limited for Application Services (APPS), Solution Delivery Integration Management Service (SDIM) and, the Solution Provider Framework (SPF 2022). Atos SE announced its intention to separate into two independent publicly listed companies, Atos and Eviden. Therefore, the contracts will transfer to Atos Holding UK1 Ltd, which will trade under the new Eviden brand.
    This paper seeks approval to novate the three contracts from Atos IT Services UK Ltd to Atos Holding UK1 Ltd, which will trade under the new Eviden Brand.
    The novation process of the exitsing contracts and services, will not alter any agreed-upon contractual commitments to cost, governance, or responsible procurement. The MPS will not incur any costs as a result of the novation of the three contracts.

    In the latest application window of the Shared Endeavour Fund, MOPAC are proposing 23 projects for funding after a rigorous moderation processes. This will equate to a total spend of £873,925. The decision to spend this sum on Call 4 was previously approved (PCD 1335). This Decision is to approve the dispensation of the fund among successful grantees.
    This action will fulfil the Mayoral Manifesto and Police and Crime Plan (2021-25) pledge to “provide even more grants” to community projects which counter racism, hate, intolerance, extremism, radicalisation and terrorism across London.
  • PCD 1485 VRU Girls and Young Women Mentoring

    The Violence Reduction Unit Girls and Young Women mentoring programme- Maia and Lift- will be extended for 3 months, from September 2023 to December 2023.
    Alongside the service extension, the VRU will continue, at pace, with a competitive re-commissioning process. The recommission will build upon learning from the Maia and Lift programme and incorporate the findings from an independent evaluation and extensive stakeholder engagement. This extension will enable a continuation of service between the incumbent provider and the award of a new contract for delivery of community-based mentoring support for girls and young women in January 2024.
    Allocation of funding for the VRU Girls and Young Women’s programme beyond FY 23/24 was previously agreed in PCD 1147. However, we seek approval to carry these funds into financial year 2025/26. This will enable the VRU to award the successful provider a 24-month contract that will fall across 3 financial years (January 2024- January 2026). The funds are within VRU budget but will be redistributed across financial years, as follows;
    23/24: £199,901
    24/25: £780,000
    25/26: £585,000
    Total value: £1,564,901
    The VRU is seeking to include an optional extension of 2 years 26-28 for the programme and the evaluation partner with the budget of £1,643,147 and £116,314 respectively, subject to a suitable funding stream being available. This will give the VRU the opportunity to take the learning from the evaluation report and assess the next steps whilst the vital support to girls and young women continues.
    The VRU will run a competitive tender process to identify an independent researcher to conduct an evaluation to run alongside the programme, enabling a longitudinal evaluation, and to develop learning materials and guidance that can be disseminated widely and shared as best practice when support girls and young women. This decision therefore also requests approval for the allocation of up to £145,393 across 30 months for an evaluation partner to explore and highlight the key learning from the programme.

  • PCD 1488 Extension options to existing VRU programmes

    The Violence Reduction Unit has commissioned multiple programmes since its inception in 2018 and all programmes were commissioned with a maximum contract term of 3 years due to the VRU’s confirmed funding. The VRU recognises the value in having longer term contracts and is seeking DMPC approval to include optional extensions on contracts and grants that are due to be commissioned over the next year.
    The programmes mentioned in this decision have DMPC approval for the original contract term. This decision will enable a progressive contractual commitment to exercise optional extensions. Extensions will not be exercised until the VRU has sought DMPC approval for the additional extension years budget.

    Since April 2022, the current iteration of the Your Choice programme has been delivering high intensity CBT therapeutic interventions to young people aged 11-17 who have been assessed to be at risk of/vulnerable to violence and exploitation. Funded by the Youth Endowment Fund (YEF), the programme is being evaluated as a randomised control trial (RCT), a gold standard evaluation that will enable the VRU to strengthen our evidence base on trauma-informed, therapeutic interventions, achieving positive outcomes for children and young people (CYP).
    The pilot phase of the RCT has now concluded. During the pilot phase, the evaluators highlighted certain challenges around accessing and analysing the various data sources required to conduct a full RCT evaluation. This includes gaps/challenges accessing:
    Local authority administrative data
    Process data
    Endline and completion data
    The collection, completion and quality assurance of the data is an important pre-condition of progression to the efficacy stage of the RCT.
    To ensure that challenges observed in the pilot phase are eliminated in the forthcoming efficacy stage of the programme, YEF have proposed an uplift of £55,000 to the London VRU, in order to commission London Councils to develop an application for improving data collection and completion. This uplift was confirmed via a grant variation letter issued by YEF on 14 June 2023. This proposal is to allocate £55,000 towards development of this application to support the Your Choice programme.

    The Mayor is determined to see that victims of crime in London are better supported as a result of the steps set out in his Police and Crime Plan 2022-25. He is clear that the police, justice agencies and other partner organisations must work together if service is to be improved for victims pursuing their case through the justice process and for those who choose not to report.
    In March 2022 MOPAC were notified of ongoing Metropolitan Police Service (MPS) investigation where additional specialist support is required for the victims identified. MOPAC currently commission Galop to provide a range of support victims of crime, and PCD1167 approved additional funding to increase their capacity to support those affected.
    In March 2023, MOPAC were notified of charges made in relation to the investigation and these are progressing through the criminal justice system. The need for specialist support for the victims identified will continue throughout and beyond this process, and it is anticipated that additional funding may be required to support any new victims that may be identified and/or impacted.
    This decision seeks approval to award Galop up to £200,000 additional funding in 2023/24 for the provision of this support.

    In February 2023, the Mayor announced an £8.5m package of funding to tackle violence and support victims in London, and to further strengthen the work of the London Violence Reduction Unit. This announcement included £1.5m for an expansion of the IRIS programme to new London boroughs, meaning all London boroughs would have the opportunity to deliver the IRiS programme within their primary healthcare systems in recent years.
    IRISi are a social enterprise established to improve the healthcare response to gender-based violence. Their flagship programme- ‘Identification and Referral to Improve Safety’ -provides primary care practitioners with training on the dynamics of domestic abuse, and co-location of domestic abuse ‘advocate educators’ within primary healthcare settings. This unique model means that survivors who are identified as requiring support by their GP, are provided with a direct referral route into specialist third sector support co-located within primary health settings.
    This additional investment will further expand the IRIS programme, enabling a further 6 boroughs to adopt the model over a 26-month period;

    Covert Policing Management Platform (CPMP) is a project delivering the Met Police Covert Authorities (MPCA) software application to centrally manage the authorisation processes and assets involved in covert activity to ensure compliance with current and future legislation. This corporate IT system will help maintain standards, evidence legality and improve trust in covert operations.
    The purchase of this software solution was approved in April 2018 (PCD 364), but delays to the project now require additional funding and extensions to the contract to enable completion.

    This decision requests approval to award the next MPS Value Added Reseller (VAR) contract to Computacenter (UK) Ltd following a mini-competition process.
    The VAR contract is an essential route to market in maintaining an efficient, effective and compliant route to market to source a wide variety of IT hardware and software requirements that do not fall within the scope of the MPS Pegasus contract. This is a recognised legally compliant route to market.
    The contract duration is for an initial two years, with two optional one year extensions (this term is based on the current MPS VAR contract).
    The blanket value for the VAR contract based on current spend is up to a maximum of £150,000,000.
    This decision is not requesting financial approval - each purchase order raised against the VAR will require the relevant level of financial authority sign off.

    MOPAC commissions a large number of victim-survivor support services in London, including specialist and/or grassroots services supporting Black and minoritized groups in the capital. Recovery from the COVID-19 pandemic continues, with the level of demand for support services increasing and the need to support victims-survivors more intensely and over longer periods growing.
    Simultaneously, the cost of living has been increasing across the UK since early 2021. Our services are reporting an increased need for financial support for basic items such as food and travel, as well as rising costs of household bills and accommodation. There are also increasing reports of victims-survivors advising of financial-related barriers preventing them from being able to leave abusive relationships and/or households, resulting in them continuing to be at risk of harm.
    This decision requests approval to establish a Cost of Living Grant Fund (the Fund) with a value of up to £1m, to ensure victims-survivors can gain access to the financial assistance they and their families need to seek safety.
    This decision also requests approval to issue a contract variation to the London Community Foundation (LCF) via the Grant Administration Services contract (awarded under PCD 1196), for which the maximum fee payable is £62,500.

    MOPAC hosts the National Police Chiefs’ Council (NPCC) and the National Police Coordination Centre (NPoCC) . They currently occupy a MPS site which is being vacated. This paper seeks approval for a 6-month extension of their current occupation, the take on of a new lease at a new location and the fit out costs of the new accommodation. All of the costs are to be funded by the NPCC and NPoCC with no liability to MOPAC.
