Review of Prevent – the Met and MOPAC’s view

The current threat to the UK from terrorism is ‘Substantial’, meaning that an attack is likely to happen. Terrorism remains a significant concern for Londoners and is a priority for the Mayor.

Prevent is one of the four key themes of the government’s counter-terrorism strategy. It aims to safeguard people from radicalisation and prevent people from becoming terrorists or supporting terrorism.

In 2019, the government announced a review of Prevent, and in January 2021, it appointed William Shawcross as the Independent Reviewer of Prevent.

He found that the government’s Prevent programme is not doing enough to tackle “non-violent Islamist extremism” and made 34 recommendations for reform, which have all been accepted by the government [1].

How did the Metropolitan Police Service (MPS) and Mayor’s Office for Policing and Crime (MOPAC) engage with the review? And what is needed to strengthen Prevent in London?

The London Assembly Police and Crime Committee will meet tomorrow to discuss the review of Prevent and what the Met and MOPAC will do in response. The guests are:

  • Commander Dom Murphy QPM, Head of Counter Terrorism Command SO15, MPS
  • Detective Superintendent Jane Corrigan, Head of SO15 Local Operations and Prevent lead, MPS
  • Kenny Bowie, Director of Strategy and MPS Oversight, MOPAC
  • Oliver Levinson, Head of Countering Violent Extremism, MOPAC

The meeting will take place on Wednesday 8 March 2023 from 10am, in The Chamber at City Hall, Kamal Chunchie Way, E16 1ZE.
