Mayor’s Police and Crime Plan consultation

The Mayor of London must draft, consult on and publish a Police and Crime Plan (PCP) within the financial year they are elected. This plan sets out the Mayor’s priorities for policing and community safety in the city for their term in office, including key areas for action:

• reducing and preventing violence
• better supporting victims
• increasing trust and confidence
• protecting people from being exploited or harmed.

In all four priority areas we have set out the outcomes we are seeking to achieve in our outcomes framework. We will use a mixture of quantitative and qualitative measures to present a picture of crime, safety and confidence in policing in London and to monitor delivery.

You can review this framework alongside our plan, so you can see both the strategic vision and how we plan to measure positive impact in these areas.

This consultation closed on Friday 21 January. MOPAC is analysing the results and we will share an update soon.

The Mayor’s draft Police and Crime Plan is a statutory document that sets out the policing strategy for London for the next four years.

This document complements the manifesto the Mayor was elected on in 2021. It sets out in greater detail what the key safety priorities are for this mayoral term and how we will make progress and drive change for all Londoners.

In developing this draft plan we consulted the Metropolitan Police Service (MPS), key stakeholders both within MOPAC and the Mayor’s office, and external partners.

We are now seeking the views of Londoners on the proposals made in this document to inform the final Police and Crime Plan for London. This will be published before April 2022.

After the consultation closes, we will carefully consider all of the feedback before producing and publishing the final version of the Police and Crime Plan for London. Alongside the final Police and Crime Plan we will also publish detailed delivery plans, our performance and oversight framework and our assessment of the equalities impacts of the plan.

To enable you to see how we deliver against the Police and Crime Plan, we will publish interactive dashboards showing the latest performance data. We will also publish more detailed quarterly performance updates and an annual report.

The Mayor's Office for Policing and Crime (MOPAC) is headed by Sadiq Khan, Mayor of London.

He appointed Sophie Linden as statutory Deputy Mayor for Policing and Crime (DMPC). She takes on the day-to-day responsibility for MOPAC and is accountable to the Mayor for:

• the delivery of the Police and Crime Plan
• ensuring oversight of the police
• driving effective criminal justice and crime reduction services across London.

MOPAC is the strategic oversight body tasked with devising the Police and Crime Plan and ensuring that it is delivered over three years.
