MCIL2 Examination in Public (EiP)
Any changes to the Mayoral CIL must be considered by a formal Examination in Public or EiP. This page provides details of the EiP for the MCIL 2 Draft Charging Schedule.
Having considered the comments made on the preliminary draft, the Mayor issued a second round of consultation on a Draft Charging Schedule, from 18 December 2017 to 4 February 2018.
Following this consultation, the Mayor has now appointed an independent examiner to conduct the EiP into the Draft Charging Schedule.
Any person or organisation that indicated in their response to the DCS that they wished to attend the Examination in Public (EiP) has the right to be heard. The Mayor had the opportunity to make further changes to the Draft Charging Schedule but chose not to do so.
Details of the Examiner
Keith Holland BA (Hons) Dip TP MRTPI ARICS has been appointed to conduct the Examination in Public of the draft charging schedule. He is independent of the Mayor and Greater London Authority.
The role of the examiner is to determine the matters that affect the consideration of the Draft Charging Schedule (“matters”) and the persons who may take part in the EIP (“participants”), and to make a report in writing to the Mayor.
The examiner’s written report will set out its findings in relation to the EIP matters and may include recommendations relating to the content of the Draft Charging Schedule or associated matters. The examiner will take account of the written responses, the discussions at the EIP, and any changes to the Draft Charging Schedule suggested by the Mayor.

The Examiner will be assisted by the EiP Secretary, Ms Carmel Edwards. The EiP Secretary will be the main contact for all enquiries relating to the examination process.

EIP hearing sessions
The Examination in Public started on Tuesday 11 September 2018, opening at 10.30am and ran for two days. The EiP hearings were held in Committee Room 5 at City Hall, Queens Walk, London, SE1 2AA. All sessions were open to the public to observe.
The Examiner issued his programme for the EiP in August 2018.
