1. Introduction and background
1.1 As part of the on-going process of managing contracts and tendering/re-tendering for goods and services, Procurement Services identifies contracts which require DMPC approval for either extension or to initiate contract action to tender or re-tender for goods or services or to award contracts.
1.2 This paper is in respect of the supply and installation of Airwave in-building installation at the Olympic Park Stadium. Currently the airwave coverage in the Olympic stadium is inadequate for the MPS to effectively police the stadium under a Special Policing Service (Section 25 Police Act 1996). The estimated cost of the installation and maintenance is £544k.
2. Issues for consideration
2.1. A full in-building solution is recommended to be installed to guarantee radio coverage and capacity for the emergency services. The stadium, managed by London Stadium 185 (LS185), has agreed to meet the full cost of this installation and ongoing maintenance.
2.2. Airwave is the national supplier of the Tetra communications system and as such are the only supplier. Due to Airwave only contracting with the emergency services direct, the Met is required to procure the equipment/installation making MOPAC the contracting Authority. In line with current corporate governance any new money over £500k requires MOPAC approval. There is an existing contract with both Airwave and Capita that will be used.
3. Financial Comments
3.1. The cost of the proposal will be met from London Stadium 185.
4. Legal Comments
4.1. The recommendation can be lawfully approved in accordance with MOPAC Contract Regulations and EU/UK Procurement law.
4.2. In accordance with the MOPAC Scheme of Delegation and Consent (4.8), the DMPC must approve all requests to go out to tender for contracts that exceed £500,000.
