Executive summary
This paper outlines a proposal to accept a financial contribution from private industry in order to enhance the operational effectiveness of the SE Basic Command Unit and the wider Metropolitan Police Service in tackling fraud, enhancing the role and profile of volunteers, and improving wider community safety across London.
The use of the funding does not provide for additional police officers but supports activity in the fight against fraud, particularly in regards to upskilling workforce; enhancing prevention; and building relationships with, and resilience within, local communities.
This was discussed at the London Serious Organised Crime Board, co-chaired by MOPAC and the Met, where it was agreed that this type of private sector support should be encouraged. London Digital Security Centre were also present and were content that this would add value to the work.
Recommendation
The Deputy Mayor for Policing and Crime is recommended to:
- Approve the acceptance of a contribution of £200,000 from TSB towards the activities of SE BCU and FALCON pursuant to section 93 of the Police Act 1996

1. Introduction and background
1.1. This paper outlines a proposal to accept a financial contribution from private industry in order to enhance the operational effectiveness of the SE Basic Command Unit and the wider Metropolitan Police Service in tackling fraud, enhancing the role and profile of volunteers, and improving wider community safety across London.
1.2. The use of the funding does not provide for additional police officers but supports 4P activity in the fight against fraud, particularly in regards to upskilling workforce; enhancing prevention; and building relationships with, and resilience within, local communities.
2. Issues for consideration
2.1. Areas identified within the funding proposal, as far as possible, have been selected on basis of having the greatest long-term impact and legacy.
2.2. This proposal supports the current MOPAC Police & Crime Plan in terms of helping the MET to be ‘better equipped to deal with crime and anti-social behaviour locally, across the city and online’. This proposal specifically contributes to the fight against online criminality, as referred to within the strategy, whilst mitigating impact on other policing priorities through extra funding and additionality.
3. Financial Comments
3.1. This proposal seeks approval to accept a contribution of £200,000 under S.93 of the Police Act 1996.
4. Legal Comments
4.1. S.93 of the Police Act 1996, allows the MOPAC, as the local policing body, in connection with the discharge of any its functions to accept gifts and loans of money and resources and includes the ability to provide commercial sponsorship terms to the third party.
4.2. The MOPAC Scheme of Delegation at Clause 4.8 requires the Deputy Mayor for Policing and Crime to approve all inward donations and sponsorship £50k and above in value.
4.3. The approval will be documented by way of a S.93 Sponsorship agreement to formalise the arrangement. The agreement will be published under the Elected Local Policing Bodies (Specified Information) Order 2011.
4.4. DLS have approved the legal position above which is based on previous advice to the MET Third Party Contracts team.

5.1. This proposal for acceptance of sponsorship does not use personally identifiable data of members of the public therefore there are no GDPR issues to be considered.
