Decision by: Sophie Linden, Deputy Mayor, Policing and Crime

Executive summary

The President of the United States is visiting the United Kingdom on a State Visit starting on the 3rd of June. The visit is scheduled to last 3 day but could be extended. There will be a number of other protected persons in the American delegation who will be holding parallel meetings and events while the State Visit is happening. The President will also be attending the D Day commemoration in Portsmouth, with the Prime Minister, Royal Family and Heads of State from around the world.

This visit has an overarching MPS Public order and protection operation. Royalty and Specialist Protection will provide protection for all the dignitaries both in London and Portsmouth, this represents a large surge demand for both officers and vehicles.

Jaguar Land Rover have agreed to provide the requested vehicles as a free of charge loan. This is allowable under s93 of the Police Act 1996. DMPC approval is required as the estimated market value of the loan vehicles exceeds MPS delegated approval thresholds. This arrangement will have no bearing on any future procurement activity.

Recommendation

The Deputy Mayor for Policing and Crime is recommended to approve the acceptance of loan vehicles from Jaguar Land Rover, for the purpose of the President of United States State Visit in June 2019.
