The Energy Company Obligation (ECO) is a government energy efficiency scheme in Great Britain that helps tackle carbon emissions and fuel poverty.

Under the scheme, some energy companies have to provide funding for energy efficiency improvements to eligible households. If you are on qualifying benefits you may be eligible. Find out more on the Ofgem website.

The Greater London Authority is also allowed to declare additional households as eligible for ECO funding, under the ECO Flexible Eligibility scheme. This applies to owner occupiers and private tenants only.

To allow us to declare eligible households, we must publish a Statement of Intent setting out the eligibility criteria for funding and the current statement for ECO4.

The role of the Greater London Authority is to certify the eligibility of households in London for the Energy Company Obligation Flexible Eligibility scheme.

Eligibility is established in accordance with the requirements of Ofgem and using information provided to us by households via the HeatFlex administrator or our Warmer Homes programme contractor.

The Greater London Authority does not have any involvement in any associated works or appoint the installers and any inquiries regarding matters relating to such works (including disputes) should be directed to the installer or the HeatFlex administrator.
