London’s probation services and high risk of harm offenders

Following the terrorist attacks at Fishmongers’ Hall in 2019 and Streatham High Road in 2020, questions were raised over the effectiveness of probation services.

Some people under probation supervision deemed to be at high risk of harm to others are subjected to Multi Agency Public Protection Arrangements, through which police, probation and prison services work together to manage risks posed by offenders living in the community.

Both the Fishmongers’ Hall and Streatham High Road terrorist attacks were carried out by people under these arrangements.

Are the Metropolitan Police and the London Probation Service working effectively to supervise high risk of harm individuals in the community and keep Londoners safe?

The London Assembly Police and Crime Committee will meet tomorrow for the second part of an investigation into London’s probation services and management of offenders, one year on from reunification of the National Probation Service. The guests are:

  • Kilvinder Vigurs, Regional Director at London Probation Service, Her Majesty’s Prison and Probation Service (HMPPS)
  • Will Balakrishan, Director of Commissioning and Partnerships, Mayor’s Office for Policing and Crime (MOPAC)
  • Commander Nick John, Head of Criminal Justice, Metropolitan Police Service (MPS)
  • Katie Lomas, National Chair, National Association of Probation Officers (NAPO)

The meeting will take place on Wednesday, 20 July 2022 from 10am, in the Chamber at City Hall, Kamal Chunchie Way, E16 1ZE.
