This paper seeks approval to invest £1,400,000 to enhance the security arrangements at the Peel Centre in Hendon, and to approve the procurement necessary to implement the proposed arrangements. The investment cost will be met from the existing capital programme, and will result in a £100,000 p.a. revenue saving as a result of reduced guarding requirements.  

The Deputy Mayor for Policing and Crime is recommended to:   

  1. Approve capital expenditure of up to £1,400,000 from the approved 2023/24 Forward Works Budget. 

  1. Approve tender action via MOPAC approved and compliant Met frameworks for both professional services and works, and for delegated approval to be granted to the Director of Commercial Services to enter into a contract with the successful suppliers 

PART I - NON-CONFIDENTIAL FACTS AND ADVICE TO THE DMPC 

  1. Introduction and background  

  1. This proposal is for the enhancement of security measures at the Peel Centre, Hendon. 

  1. Issues for consideration 

  1. The proposed works are part of the existing programme of security enhancements to the estate.  The proposals to provide improved security at this location will assist in preventing unauthorised access including to those who do not hold appropriate security clearance for access to the site. This intervention will help deliver greater levels of confidence, whilst contributing to Management Board’s priorities aligned to the findings of the Casey Review and driving More Trust, Less Crime and High Standards.

  1. Financial Comments  

  1. The estimated cost of the project is £1,400,000. This investment cost will be met from the approved 2023/24 capital programme Forward Works budget.   

  1. The installation of additional security features will enable an annual reduction in guarding costs of £100,000.  

  1. Legal Comments 

  1. MPS Directorate of Legal Services (DLS) assure that the route to market is compliant with Public Contract Regulations 2015.  

  1. Paragraph 4.8 of the MOPAC Scheme of Delegation and Consent provides that the Deputy Mayor for Policing and Crime (DMPC) has delegated authority to approve business cases for revenue or capital expenditure of £500,000 or above. 

  1. Paragraph 4.13 of the MOPAC Scheme of Delegation and Consent provides that the Deputy Mayor for Policing and Crime (DMPC) has delegated authority to approve all requests to go out to tender for contracts of £500,000 or above.   

  1. Commercial Issues  

  1. This project will involve the procurement of professional property consultancy services to design the detail of the proposal, and to procure the contractor to construct the works.   

  1. The procurements will be from the existing MOPAC-approved frameworks - Construction Professional Services Framework and the Building Works Framework. 

  1. MPS assure that the use of the compliant framework call off will include requesting and assessing the tenderers commitments to specific actions to address the London Anchor Institution Charter (LAIC) objectives including encouraging the use of London supply chain specific initiatives such as: apprenticeship levies; adherence to modern slavery and London Living Wage obligations; social value impact opportunities. 

  1. GDPR and Data Privacy  

  1. MOPAC will adhere to the Data Protection Act (DPA) 2018 and ensure that any organisations who are commissioned to do work with or on behalf of MOPAC are fully compliant with the policy and understand their GDPR responsibilities.   

  1. The MPS assure that the project does not use currently personally identifiable data of members of the public, so there are no current GDPR issues to be considered. 

  1. Equality Comments  

  MOPAC is required to comply with the public sector equality duty set out in section 149(1) of the Equality Act 2010. This requires MOPAC to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations by reference to people with protected characteristics. The protected characteristics are: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation. 

  1. MPS assure that an initial equality screening has taken place with due regard to the Equality Act’s Public Sector Equality Duty. No positive or negative impact has been identified to any individual and/or group safeguarded by a protected characteristic and those who are not. A site specific Equality Impact Assessment (EIA) will be undertaken as part of the Detailed Design process.
