PCD 1203 International Crime Coordination Centre Funding 2022/23

MOPAC hosts the National Police Chiefs’ Council (NPCC) which operates the International Crime Co-ordination Centre (ICCC).  This paper seeks approval to accept grant funding from the National Crime Agency (NCA) of up to £5,400,000 to fund the work of the ICCC for the period 1 April 2022 to 1 October 2022 when the ICCC will transfer to the NCA. There is no financial exposure for MOPAC. 

The Deputy Mayor for Policing and Crime is recommended to:   

  1. approve MOPAC entering in to a Grant Agreement with the National Crime Agency (NCA) on behalf of the National Police Chiefs; Council (NPCC). The grant agreement will allow MOPAC to receive funding of up to £5,400,000 from the NCA to guarantee continuity of the International Crime Co-ordination Centre (ICCC) up to October 2022, when all its capabilities will be transferred to the NCA 

PART I - NON-CONFIDENTIAL FACTS AND ADVICE TO THE DMPC 

  1. Introduction and background  

  1. The MOPAC hosts the National Police Chief’s Council (NPCC), providing business support services, under a nationally agreed collaboration agreement.  

  1. The NPCC established the International Crime Coordination Centre (ICCC) in March 2019 and the function has been fully funded by the Home Office. The ICCC comprises a central coordination team based in London, a network of regional single points of contacts (SPOCs) who provide advice and help forces to use alternative mechanisms, and the National Extradition Unit (NEU) which is an operational team that provides national support to all forces in extradition cases.  

  1. Issues for consideration 

  1. The Home Office (HO) has determined that the ICCC functions will be moved to the NCA and join up with their existing international crime bureau activities in a new entity to be named as the Joint International Crime Centre (JICC).  The transfer is expected to go live with effect from 1 October 2022. 

  1. The costs of operating the ICCC for the period 1 April 2022 to 1 October 2022 will be funded by the NCA, by way of a grant agreement. 

  1. Financial Comments  

  1. The NPCC have assured that the estimated costs will be fully funded from the NCA grant. Any costs not met by the NCA grant funding will be funded from the NPCC budget and reserves. There is no financial exposure for MOPAC.  

  1. Legal Comments 

  1. MPS Legal consider that MOPAC have the legal power necessary to enter into this grant agreement.  In relation to the receipt of grant monies, under Section 93 of the Police Act 1996, MOPAC “may, in connection with the discharge of any of its functions, accept gifts of money, and gifts or loans of other property, on such terms as appear to [MOPAC] to be appropriate”. 

  1. Para 4.8 of the MOPAC Scheme of Consent and Delegation provides the DMPC with delegated power to approve all offers made of grant funding  

  1. GDPR and Data Privacy  

  1. MOPAC will adhere to the Data Protection Act (DPA) 2018 and ensure that any organisations who are commissioned to do work with or on behalf of MOPAC are fully compliant with the policy and understand their GDPR responsibilities.   

  1. These proposals do not use personally identifiable data of members of the public therefore there are no GDPR issues to be considered. 

  1. Equality Comments    

  2. MOPAC is required to comply with the public sector equality duty set out in section 149(1) of the Equality Act 2010. This requires MOPAC to have due regard to the need to eliminate discrimination, advance equality of opportunity and foster good relations by reference to people with protected characteristics. The protected characteristics are: age, disability, gender reassignment, marriage and civil partnership, pregnancy and maternity, race, religion or belief, sex and sexual orientation. 

  3. The NPCC report that there are no equality implications arising from acceptance of this grant funding.
