Land at Benedict Wharf public hearing
In their role of making strategic planning decisions, the Mayor may occasionally take over an application, therefore becoming the local planning authority. They must then hold a public hearing before deciding whether or not to grant planning permission.
In this instance, the Deputy Mayor, Jules Pipe, took over the application for the redevelopment of the Land at Benedict Wharf in Merton.

Update report - 23 February 2022
Prior to a final decision on this planning application the Mayor will consider any relevant changes to policy, guidance and any other new material considerations which are relevant to the application and which have arisen since the date of the Representation Hearing. It is not the intention to conduct a further public Representation Hearing. A further updating report has been prepared by GLA officers for the Mayor’s consideration. Background to the public hearing
On 21 July 2020 Merton advised the Mayor that it was minded to refuse planning permission for the Land at Benedict Wharf against officers’ recommendation.
On 3 August 2020, having considered a report on the case, the Deputy Mayor notified Merton that the Mayor would act as the local planning authority for the purposes of determining the planning applications (under article 7 of the Mayor of London Order and the powers conferred by Section 2A of the 1990 Town and Country Planning Act).
The local authority for this case is 19/P2383. The GLA reference is 2020/4756.

Representation hearing
A Representation Hearing was held online on Tuesday 8 December starting at 2pm. Following the Hearing, the Deputy Mayor resolved to grant planning permission subject to the conclusion of a s106 legal agreement. You can download the report and hearing documents below:

On 1 April 2021, the Deputy Mayor, Jules Pipe, agreed to extend the timescale for completing the S106 agreement to 11 June 2021. The update report for this is available to download below.
