Mayor launches two year pilot scheme to improve high streets and public spaces across the capital    

  • New scheme will promote good growth and design in neighbourhoods across the capital  
  • New Town Architects appointed to support the future development of ten locations in London  

The Mayor of London, Sadiq Khan, has appointed ten built environment experts to support the capital’s boroughs to improve the quality of high streets and public spaces, in a brand-new pilot scheme. 

The Town Architects programme, which is being piloted for two years, forms part of the Mayor’s £1.25m Local Growth Capacity Support Programme which aims to support local growth and the design of public spaces in London. The programme builds on the Mayor’s work to support the creation of safe, inclusive and sustainable neighbourhoods and economic growth by ensuring that boroughs are better equipped and can utilise the skills of planners and architects to help shape better places in their local areas.

We know that high streets are struggling and the need to make them more attractive, sustainable and enjoyable places to live in and visit is as vital as ever. Recent data from City Hall shows huge demand for greater knowledge sharing and the upskilling of existing teams as local boroughs increasingly struggle to promote built development and growth in areas across the capital. The experts, known as ‘Town Architects’, will help to build much-needed capacity within local boroughs and will directly support Chief Placeshaping Officers and Design Champions to review project proposals and help develop a strategic vision for the local area.  

They have been selected from the Mayor’s diverse panel of Design Advocates to support his vision for good growth and ensure that new buildings and public spaces will benefit all Londoners by promoting quality and inclusion in the built environment. Their expertise spans a broad range of areas, including architecture, master planning, high streets, public realm, and design quality management.  

London’s placeshaping capacity is central to delivering the Mayor’s Good Growth by Design principles, which seek to ensure that London’s growth is both economically and socially inclusive and sustainable. The Town Architects pilot will address this gap in capacity by working with local authorities to bolster and enhance in-house skills, knowledge, and expertise to help shape better places and promote quality and inclusion in the built environment. 

Jules Pipe, the Deputy Mayor for Planning, Regeneration and the Fire Service, said: “We are pleased to be launching this pilot scheme to promote the future development of key areas in the capital. 

“By drawing on the expertise of the Mayor’s Design Advocates, local boroughs will have the expertise and support they need to boost design quality to improve their high streets and public spaces and promote positive neighbourhood placemaking, helping to build a better and more sustainable London for everyone.”

The selected Town Architects and places are listed below:  

  1. Ilford, LB Redbridge, with Jas Bhalla  
    1. Developing a holistic view of development activity in and around Ilford Arrival and wider town centre, ensuring individual sites are viewed through the lens of overall placemaking objectives for Ilford.  
  2. Abbey Wood, LB Greenwich, with Adam Khan   
    1. Working with LB Greenwich in the development of the Abbey Wood Urban Regeneration Framework, providing strategic advice.  
  3. Barking Riverside, LB Barking and Dagenham, with Ken Okonkwo   
    1. Reviewing and advising on industrial co-location projects in the Thames Road Transformation area.  
  4. Hackney Central, LB Hackney, with Holly Lewis  
    Working to assure the delivery of projects in Hackney Central collectively build the vision enshrined in the Town Centre Strategy. 
  5. Angel Edmonton, LB Enfield, with Hilary Satchwell  
    1. Providing stewardship of the Levelling Up Fund 3 programme including placemaking, design and community engagement advice along with contribution to wider strategic plans in area. 
  6. Lewisham & Catford town centres, LB Lewisham, with Farshid Moussavi  
    1. Working in collaboration with Members and Officer to prioritise and co-ordinate the delivery of future public realm projects for the Lewisham and Catford Growth Zone.  
  7. Croydon town centre, LB Croydon, with Paul Monaghan   
    1. Stewarding and guiding coherence, cohesion and exemplar design quality across all Town Centre projects and programmes whilst enhancing existing coordination and acting as a critical friend to review through all stages of the projects. 
  8. Brentford, LB Hounslow, with Tom Holbrook  
    1. Working in Brentford and the neighbouring area to support a coordinated approach to development opportunities, improved connectivity and public realm enhancement in anticipation of the West London Orbital  
  9. Uxbridge & Hayes Town centres, LB Hillingdon, with Julian Lewis  
    1. Providing support to achieve the best design outcomes for two strategic regeneration areas – Uxbridge and Hayes by undertaking a review of the vision and development approach, establishing design principles and expert advice on the public realm and wider connectivity strategy  
  10. Northolt, LB Ealing with Alice Fung  
    1. Providing placemaking and design advice to the council across a number of varied projects within Northolt to bring this work together coherently and ensure that placemaking is representative of the diversity of Northolt and celebrate Northolt’s culture and communities.

Borough officers have outlined their own bespoke briefs for the areas the Town Architect will support, but the outline responsibilities of a Town Architect are to:  

  • Provide oversight and coherence across schemes.  
  • Build strategic capacity within Boroughs   
  • Provide a constructive and critical view across multiple projects within an identified area.  
  • Support cross-borough collaboration.  
  • Support inclusive placemaking.  
  • Identify quick-wins and unlock longer term benefits across service areas.  
  • Establish design quality management protocols.  
  • Develop best practice procurement approaches.  
  • Establish design competition processes, and/or test approaches.  

The initiative forms part of the Mayor’s Local Growth Capacity Support Programme supported by £1.25m of Ministry of Housing Communities and Local Government funding. This includes a suite of measures to support local authorities. £180k is dedicated to the Town Architects programme.
