The Mayor’s 2024 manifesto commitments, and delivering transport strategy

Introduction

Following the Mayor's re-election, the Transport Committee will examine how his 2024 manifesto commitments can make sure strategy is delivered, identifying any barriers that might stop the Mayor meeting his goals.

Investigation aims and objectives (terms of reference)

  • To examine how the Mayor’s 2024 manifesto commitments contribute delivering the Mayor’s Transport Strategy (MTS).
  • To assess policy and proposal progress as set out in the MTS, reviewing any updates to original targets and deadlines.
  • To examine potential barriers or gaps, that could risk delivering MTS targets.

Key issues

  • The MTS was published in 2018, but the Mayor's recent re-election (and new Mayoral term) provide opportunities to review progress made on strategy commitments so far, while highlighting potential challenges for future delivery.
  • The MTS is split into three main chapters: healthy streets and people, a good public transport experience and new homes and jobs. The strategy’s key target is for 80 per cent of all London's trips to happen on foot, by cycle or with public transport by 2041. Each chapter includes further specific commitments.
  • To date, TfL have missed some interim targets set out in the MTS for 2022, with current TfL forecasts predicting further interim targets for 2030 will also be missed.
  • Some other MTS targets have been exceeded, and some deadlines have been brought forward by the Mayor, including the commitment to London becoming a net zero carbon city by 2050 to 2030.
  • In his 2024 election manifesto, the Mayor made several commitments which could help achieve MTS policies set out under the three main chapters. These include committing to:
    • provide more infrastructure to support sustainable modes of transport
    • more funding for community green spaces
    • freeze fares until at least 2025
    • expand the public transport network
    • build 40,000 new council homes
    • create more than 150,000 good jobs.
