The London Partnership Board
The London Partnership Board, owned by London’s leaders, comes together to address London’s challenges, providing strategic advice to policy and decision makers across the capital and beyond.
The Board was established in March 2023. It evolved from the work of the London Recovery Board, established during the COVID-19 pandemic. It will continue to oversee key workstreams established by the London Recovery Board.
The Board is Co-Chaired by the Mayor of London, Sadiq Khan and the Chair of London Councils, Councillor Claire Holland.
Building on the experience of responding to the COVID-19 pandemic, the Board aims to enable the city to respond to current and future complex and cross-cutting challenges by convening London’s leaders. It helps co-ordinate London’s response to these challenges, fostering collaboration between the city’s partners at local, sub regional and city level to achieve shared goals.
The Board advocates for London, amplifying the voice of Londoners and it brings together experts by experience to represent the diversity of London’s communities. Finally, it empowers partners to take action together, and within their own organisations.
The Board is also London’s Local Partnership Group for the UK Shared Prosperity Fund.

Board membership
The Board's membership is drawn from London's government, business community and civil society and includes senior representatives from the police, transport, healthcare, central government, education and other key sectors. The London Partnership Youth Board is also represented at each Board meeting.

The London Recovery Board
During the COVID-19 pandemic, London established a new partnership structure bringing together leaders from across London’s government, business and civil society, and other key sectors to oversee the long-term recovery effort.
The London Recovery Board’s aims were to help to:
- reverse the pattern of rising unemployment and lost economic growth caused by the economic scarring of COVID-19
- support our communities, including those most impacted by the virus
- help young people to flourish with access to support and opportunities
- narrow social, economic and health inequalities
- accelerate delivery of a cleaner, greener London.
The London Recovery Board used a missions-based approach to London’s Recovery Programme, as well as developing several other key workstreams now being taken forward by the London Partnership Board.
The GLA commissioned PRD to undertake an evaluation of the London Recovery Board in 2023. The report, developed from focus groups and interviews with Board members and officers, highlighted the importance and effectiveness of the London Recovery Board. It also made some recommendations for the future of the Board, and for using the learning from the Recovery Board to support partnership working across the GLA. The London Recovery Board was supported by the London Recovery Taskforce, which helped to coordinate actions to meet the recovery challenges, working in partnership across London. Recovery Taskforce meeting papers can be viewed online.
The London Local Enterprise Partnership (2012-2023)
The London Partnership Board has also taken on some of the strategic responsibilities of London's Local Enterprise Partnership (LEP), which was integrated into the Greater London Authority (GLA) in 2023. You can find out more about the London LEP and its work here.
