The capital’s emergency plans and priorities

Under the Civil Contingencies Act 2004, duties are placed on local authorities, emergency services and other agencies to put in place arrangements for preparing for emergencies, such as floods, pandemics, or terrorist attacks. Agencies are required to cooperate and share information with each other in assessing risk, preparing response plans and providing advice to the public.

In early 2020, the Mayor published London’s first City Resilience Strategy. The strategy focused on the long-term resilience challenges facing London over the next 30 years. It set out a vision for how the Greater London Authority (GLA) and partner agencies can work in partnership to build resilience against shocks and long-term stresses. It addressed risks such as extreme weather, infectious diseases and infrastructure failure.

A review in June 2023 saw the London Resilience Group (LRG) merged with GLA City Operations.

The Mayor’s Chief of Staff, David Bellamy, has taken over the Chair of the London Resilience Forum, previously held by the former Deputy Mayor for Fire and Resilience.

The GLA Oversight Committee will meet tomorrow to examine the new arrangements and priorities for London’s resilience.

The guests from 2-3.30pm are:

  • David Bellamy, Mayor’s Chief of Staff
  • Jon-Paul Graham, Head of City Operations, GLA

The Committee will also review the continuing performance of the HR and IT Shared Service provision provided by Transport for London (TfL) and consider the progress of the transition of technology support services to TfL.

The guests from 3.30pm are:

  • Shakira Keddo, Assistant Director of People Function, GLA
  • Vicky Ridley-Pearson, Director of Digital, GLA
  • Maureen Jackson, Director of Business Services, TfL
  • Rebecca Bissell, Director of Information Technology, TfL
  • Kerry Crane, Head of Recruitment, TfL

The meeting will take place on Thursday 11 July from 2pm, in the Chamber at City Hall, Kamal Chunchie Way, E16 1ZE.

Media and members of the public are invited to attend.

The meeting can also be viewed LIVE or later via webcast or YouTube.
