Social value is a way of understanding and measuring the benefit to society from the delivery of goods and services. These can be environmental, economic or social benefits which, when experienced by people create added wellbeing and a better quality of life.
The London Sustainable Development Commission are looking at how social value can be delivered as part of London’s regeneration and development. We are examining how social value-led approaches to the development process can lead to better outcomes for London’s diverse communities. There is much work underway in the area, developers are integrating social value within their development processes, local authorities are using planning, procurement and commissioning processes to lever in social value deliverables and urban design practitioners are developing an awareness of the impact of their designs on the social fabric of schemes and the communities they serve.
The COVID-19 pandemic created unprecedented challenges for London’s communities, businesses, public and voluntary services, challenges that have demonstrated the resilience and strengths of our neighbourhoods but also the stark inequalities in opportunities and outcomes that exist within our city. Through London’s recovery, we have a unique opportunity to reflect on how a social value-led approach can create an inclusive, equitable and social-value-rich city.
Our work
The Commission’s work on social value includes:
- Research on the strategic and policy background to social value, how it fits with activity in London, and the latest thinking and practice around social value.
- A working group made up of policymakers, local authorities, developers, academics and researchers helping to shape our thinking.
- A stakeholder workshop to explore social value in regeneration, how effectively it is currently delivered and opportunities for actions and improvements.
- An insights paper examining the role of social value in London’s recovery from the COVID-19 pandemic to be published in February 2021.
- A consultation process on social value as part of London’s regeneration and development to gather further evidence which will result in a final recommendations report to be published later this year.
- A Social Value Playbook, which highlights best practice examples for delivering social value in the built environment, with examples from London, the UK and oversees.
- A Social Value report which make recommendations for how how social value can be effectively embedded in planning, development and regeneration across London.
- A report on embedding social value into the London Plan, making recommendations for incorporating stronger Good Growth policies and outlining key considerations for this process.
The LSDC’s report on embedding social value into the London Plan
The LSDC’s reports, ‘Embedding Social Value into the London Plan’, was published in August 2024.
The report brings together findings from a multi-stage research programme encompassing a review of best practices and in-depth workshops. The findings translate into actionable recommendations for how the London Plan can facilitate the realisation of greater social value and promote Good Growth, outlining key considerations for this process.
The report, produced in partnership with We Made That and Graham Harrington, provides recommendations aimed at the GLA and central Government whilst recognising the responsibility of wider stakeholders to help deliver social value holistically.
The LSDC's report and playbook on Social Value
The LSDC's report, 'Delivering Social Value through Development and Regeneration: an approach for London', was published in August 2022.
The report makes recommendations to enhance the role of community voices in local decision-making on the built environment; to improve data to support informed decision-making; and ensure planning policy embeds social value through the development process. The recommendations are aimed at all stakeholders involved in development and regeneration in the capital, including private developers, local authorities, the Mayor of London, and community organisations.
The report was developed following a period of significant consultation, in which we worked in partnership with Publica to listen to a wide range of voices from across London, including communities, local authorities, social value experts, developers, investors and architects. The consultation aimed to explore how different organisations and communities can best work together to improve the social outcomes of regeneration across London, placing people at the heart of decision making. Feedback from the consultation has been central to the development of the recommendations, ensuring the report is representation of a cross-section of views across the built environment.
The report is accompanied by the 'Social Value Playbook', which presents case studies illustrating best practice in social value across the UK (and beyond).
The goal of the Playbook is to help catalyse delivery of the report's recommendations by developers, planners, and others. It does this by seeking to inspire, demonstrating potential mechanisms to put the LSDC's recommendations into practice across diverse communities and at different scales.

Social Value Insights Paper (COVID-19)
Social value is a way of understanding and quantifying the societal benefit of changes and interventions made when delivering public goods and services often through the development and regeneration of places. But the broader principles underlying how social value is measured, delivered and evaluated could usefully demonstrate how to put communities and London's citizens at the heart of the COVID recovery.
This LSDC insights paper examines some of the challenges facing London and its communities as we recover from COVID, and identifies how social value approaches could help London build back better.
