What progress has been made since the Kerslake Review?

In 2021, the Mayor commissioned Lord Kerslake to carry out an independent review on how to streamline, improve and maximise housing delivery on land owned or controlled by the Greater London Authority (GLA) Group.

This includes the GLA, Transport for London (TfL), the London Legacy Development Corporation (LLDC), the Mayor’s Office for Policing and Crime (MOPAC), London Fire Commissioner (LFC) and Old Oak and Park Royal Development Corporation (OPDC).

The Kerslake Review was published in 2022, setting out 15 recommendations.[1]  The Mayor accepted all the recommendations in full, and in November 2023 stated that the GLA Group had made “significant progress” against the recommendations.[2]

Recommendations from the Kerslake Review include:

  • The GLA Group should strengthen strategic relationships with central government and its agencies
  • Small sites in GLA Group ownership that are identified for housing delivery should be consolidated under a single programme.
  • The initial stage of a City Hall developer should consolidate and expand existing development activities. A consolidated and expanded City Hall developer should be led by a single entity within GLA Housing and Land.
  • A City Hall developer should work alongside the TfL TTLP property company [now Places for London] to enhance the company structure and support mutual housing delivery objectives. 

The London Assembly Housing Committee will meet tomorrow to question senior officials on the progress made since the Kerslake Review, and how the GLA Group is delivering housing for Londoners.

  • Lyn Garner, Chief Executive of LLDC and Senior Lead for Housing Delivery, GLA
  • Graeme Craig, Director of Commercial Development, TfL 

The meeting will take place on Wednesday 21 February 2024 from 2pm, in The Chamber at City Hall, Kamal Chunchie Way, E16 1ZE.
