What does good consultation look like? (Part 2)

View of Royal Docks in London
Created on
13 December 2023

While the Greater London Authority (GLA) has a statutory requirement to consult residents in some cases, it also holds consultations that are not statutory.

Although the Government has published consultation principles, there are no legal obligations for authorities to take into consideration consultation responses when implementing a policy.

In November, the London Assembly GLA Oversight Committee heard from external experts on the current GLA consultation processes, examining examples of good practice within consultations and explanations of what is considered good and bad practice.

For the second part of a two-part investigation into GLA consultations, the Committee will examine a variety of consultations across the GLA Group.

Tomorrow it will discuss existing consultation and public engagement practices, with the GLA, Transport for London (TfL), the Mayor’s Office for Policing and Crime (MOPAC), the London Fire Brigade (LFB) and the Old Oak and Park Royal Development Corporation (OPDC).

This investigation will be an opportunity to draw out wider lessons from past consultations and consider if more rigorous processes are needed.

The guests are:

  • Christina Calderato, Director of Transport Strategy and Planning, TfL
  • Fraser MacDonald, Strategic Consultations Lead, TfL
  • Kenny Bowie, Director of Strategy and Metropolitan Police Service Oversight, MOPAC
  • Natasha Plummer, Head of Community Engagement, MOPAC
  • Roz Henville, Director of Communications, Engagement and Strategy, OPDC
  • Emma Williamson, Director of Planning, OPDC
  • Donna Peters, Head of Community Engagement, LFB
  • Lisa Fairmaner, Head of London Plan and Growth, GLA

The meeting will take place on Thursday 14 December 2023 from 2pm, in the Chamber at City Hall, Kamal Chunchie Way, E16 1ZE.

Media and members of the public are invited to attend.

The meeting can also be viewed LIVE or later via webcast or YouTube.
