Biography

As Assistant Director Investment and Operations at the GLA, Rachael is part of the senior leadership team in the Housing and Land Directorate and is responsible for ensuring delivery of the GLA’s £736m Land Fund and cross-directorate leadership of corporate projects and reporting. She is also responsible for co-ordinating the development and implementation of new approaches to housing delivery, as well as driving continuous improvement of existing processes across the GLA Group’s Housing functions. 

Rachael’s background is in project and programme management. Prior to joining the GLA, she worked for a small environmental consultancy, managing domestic sustainable energy projects with local authorities and housing associations. She joined the London Development Agency in 2009 to deliver the Mayor’s RE:NEW project: working with all 33 London boroughs to install insulation in Londoner’s homes.  

She moved her focus from energy efficiency projects to enabling the delivery of affordable housing in London when she joined the Housing and Land team as a Senior Area Manager in 2017. In that role, she oversaw the delivery of major housing and regeneration programmes including managing the GLA’s investment in Barking Riverside; developing a business case and strategic vision for a complex infrastructure investment funding bid of £212m; and leading on the Affordable Housing Programme for the GLA’s North East Team including achieving annual housing targets of c.6,000 homes. 

Responsibilities

Rachael is responsible for providing cross-directorate leadership of corporate projects, budget and strategic risk management for the directorate. She is responsible for ensuring delivery of land investment programmes including the Mayor’s Land Fund, overseeing the £600m+ recoverable investment portfolio and co-ordinating and supporting in developing and implementing new approaches to housing delivery and driving continuous improvement of existing processes across the GLA Group’s Housing functions. 
 
Rachael is also a board director and co-chair of Barking Riverside Limited, a large-scale regeneration project in East London.
