Introduction to the Old Oak and Park Royal Development Corporation
We are a Mayoral Development Corporation (MDC), established by the Mayor of London to secure the regeneration of our area, which spans three London boroughs – Ealing, Brent and Hammersmith & Fulham. Our area includes Park Royal industrial estate, the Old Oak development area around the new High Speed 2 Old Oak Common Station, and the protected land at Wormwood Scrubs. We are the Local Planning Authority and regeneration agency for this 650 hectare site.
We will work with our boroughs, residents, businesses and partners to capitalise on the significant HS2 and Elizabeth Line (Crossrail) investment at Old Oak Common. Our priority is to drive forward the delivery of high quality homes and jobs, to facilitate London and UK growth and global competitiveness. We are working towards our objective to realise the Mayor’s vision and priorities for London and Londoners.
We believe that with unrivalled connectivity across London and the UK, Old Oak and Park Royal can become a thriving, inclusive and healthy new urban district, with huge benefits for current and new residents and businesses alike.
The Corporation was officially launched on 1 April 2015 by the Mayor of London.
Our corporation objectives
Old Oak and Park Royal is the only place where HS2 meets Crossrail. It’s our task to use this opportunity to create a thriving new area in the city; somewhere people will aspire to live, work and play, and a destination people will return to visit time and time again.
With High Speed 2 and the Elizabeth Line due to arrive by the end of this decade, our aim is to ensure that the rich history and lively culture of our area are at the centre of these changes, while also capturing the benefit of the capital’s largest housing and economic development opportunity for all Londoners.
It’s our mission to secure the maximum benefits for London and residents/businesses in the area, by achieving the following:
- transforming the area into a well-connected, world-class transport interchange
- providing new housing and commercial development, surrounded by sustainable and thriving neighbourhoods and valued amenity space
- protecting and improving Wormwood Scrubs and the Park Royal industrial estate.
Planning powers
The 2011 Localism Act provided the Mayor with powers to set up Mayoral Development Corporations; we are the second of its kind in London. It was established by a statutory instrument, an order passed by parliament in January 2015, and was granted planning powers through a further statutory instrument in March 2015. We also take some powers from the 2016 Housing and Planning Act.
The corporation is also a local planning authority, and as such we’re responsible for preparing and maintaining a Local Plan or Development Plan. The policies in the Local Plan are the basis for making decisions on planning applications in the area. Other documents and plans at a local level, such as Supplementary Planning Documents, are also important documents which can be relevant in decision making.
We are also responsible for giving guidance to developers, setting the Community Infrastructure Levy and neighbourhood planning.
Governance and responsibilities
The corporation is a functional body of the Greater London Authority - others include Transport for London (TfL) and the London Fire Brigade. However, as a Mayoral Development Corporation we are directly accountable to Londoners through an independent board. A management team reporting to our Chief Executive Officer is responsible for day to day management of the organisation.

Our partners
We work closely with a number of organisations, including:
- Mayor of London
- Greater London Authority
- Transport for London (TfL)
- central government
- residents in neighbouring local communities
- local organisations, businesses, landowners, developers and regeneration agencies.
We also have strong working partnerships with the host local authorities of Brent, Ealing, and Hammersmith & Fulham, who remain responsible for non-planning related services such as waste collection, education provision and highway maintenance.
As the planning authority for the area, we are responsible for plan making and the determination of planning applications within the boundary but have a Scheme of Delegation agreed with the London Boroughs of Brent and Ealing for some of these planning applications.
