
Warm Homes: Local Grant
If you're a Londoner on a low income, you may be eligible for free home improvements to make your heating more affordable.
With funding from the Warm Homes: Local Grant, we're looking to improve energy efficiency in thousands of homes across 31 boroughs. The aim is to reduce fuel poverty and support Londoners through the transition to net zero.
About the Warm Homes: Local Grant
The Warm Homes: Local Grant provides free or subsidised home improvements for eligible households, including:
- insulation upgrades
- heat-pump installations
- solar panels
- ventilation and damp-prevention measures
These improvements help reduce energy bills, improve comfort and support healthier living environments.
See if your home is eligible
To be eligible, your home must:
- be in England
- be privately owned (either by you or your landlord)
- have an Energy Performance Certificate (EPC) of D to G (if you don't know your home's EPC, you can find out when you apply).
Your household income must usually be £36,000 a year or less. If you earn more than that, you might still be eligible if:
- you live in a certain postcode area, or
- someone in your household is getting certain benefits.
If you have a landlord, they may need to pay for some of the improvements.
Which homes are supported
To qualify for the Warm Homes: Local Grant scheme, your home must have an energy performance certificate (EPC) rating of D to G, or the equivalent for a park home.
Supported home types include:
- houses
- flats
- park homes
- Houses in multiple occupation (HMOs) with separate kitchens.
Some other property types may also be able to apply for support.
If you’re applying as a landlord, you can apply for multiple eligible homes. But you'll only be able to get full funding for one home. You must pay half of the upgrade costs for any eligible homes upgraded after the first one. Tenants shouldn't pay for upgrade costs.

Use the online form to check if you’re eligible for support and apply.
Before you use the form, check if your home has an energy certificate on GOV.UK.
To assess eligibility, the form may ask about:
- benefits your household receives
- household income in one year
- tax and deduction costs in one year
- council tax costs in one year
- mortgage or rent costs in one year.
You may want to gather this information before using the form.

Get a new energy certificate
If your energy performance certificate has expired, you'll need to get a new one.
- If you rent your home, your landlord should arrange your home's energy certificate.
- If you own the home, find an assessor in your area using GOV.UK.
SHINE London funding
SHINE London also offer limited funding towards the cost of getting a new home energy certificate (EPC). To qualify, you must own and live in your home, and have one of the following:
- an household income of less than £31,000
- receive a means-tested benefit
- spend more than 10 per cent of your household income on gas, electricity of heating.
