Biography

Martin Clarke has been an Executive Director of the Greater London Authority since September 2007. Previous to that he was the Authority’s Head of Strategic Finance. During the run-up to the creation of the Greater London Authority, Martin worked on secondment within the Government Office for London to develop the first year budget for GLA group and secondary finance legislation, including transitional funding arrangements.

Martin was born in York and his entire career has been spent in London working at the regional level. He started as graduate trainee within the Greater London Council in 1978, and following its abolition, he moved to the London Fire and Civil Defence Authority. He has a degree in mathematics from Sheffield University and is a member of the Chartered Institute of Public Finance and Accountancy.

Responsibilities

Responsible to the Chief Officer for the leadership and performance of the functions allocated to the GLA’s Resources directorate and for contributing proactively and collaboratively to the Corporate Management Team (CMT). 

Responsible to the Mayor and the Assembly as the GLA’s Chief Finance Officer under Section 127 of the GLA Act 1999.
