Provides executive leadership for OPDC, the Mayor of London’s statutory agency charged with leading the regeneration of the Old Oak and Park Royal Opportunity Area.

    Biography

    David Lunts is the Chief Executive Officer of Old Oak and Park Royal Development Corporation, which is leading and overseeing the delivery of tens of thousands of new and affordable homes and jobs in one of London’s most important regeneration opportunities.

    David initially joined OPDC on an interim basis in March 2019, combining his role as CEO with that of Executive Director of Housing and Land for the GLA, before becoming the permanent CEO in December 2020.

    Prior to taking on the leadership of the GLA’s housing and land functions in 2012, he was the Executive Director for London at the former Homes and Communities Agency and was previously with the GLA as Executive Director for Policy and Partnerships from 2005 to 2008. His earlier roles included Director of Urban Policy at the Office of the Deputy Prime Minister and the Chief Executive of both the Prince’s Foundation and the Urban Villages Forum.

    He was a member of Lord Rogers’ Urban Task Force and is currently a trustee of the Joseph Rowntree Foundation and a board member of Future of London.

    Responsibilities
    • Providing overall leadership and direction for the OPDC team.
    • Developing and overseeing plans for the regeneration of the OPDC area in accordance with direction set by the mayor and the OPDC Board.
    • Assembling the resources to achieve the Corporation’s plans, including land and infrastructure funding.
    • Ensuring OPDC maintains an effective planning function, as the Local Planning Authority for the area.
    • Working closely with the three OPDC local Boroughs, the GLA and partners, local residents and businesses. 
    • Ensuring OPDC makes effective use of its resources and is efficient and effective in its governance and operations.
