London has many examples of construction excellence and world-class buildings. However, despite many examples of good practice, too many homeowners still experience basic problems with the quality of their new homes. Given the significant increase in new homes required in London over the next ten years, it is vital that all new homes are of the highest quality.

In recognition of this issue, in 2017 the Mayor asked industry leaders to look at what could be done to improve construction quality in the capital. The report of the Homes for Londoners Construction Quality sub-group made a number of recommendations, including the introduction of a new voluntary Zero Defects Charter to drive leadership and culture-change in this area.

The principle of Zero Defects for homebuilders is a simple one. It means delivering homes to consumers in a completely finished condition, right first time, with no outstanding work left to do and no repairs needed to rectify poor-quality work.
