The GLA’s Infrastructure Coordination Service and LB Tower Hamlets Infrastructure Planning Team are collaborating on infrastructure planning for the Isle of Dogs & South Poplar Opportunity Area; one of London’s fastest growing areas with 30,000 homes due to come forward by 2031. Ambitions for the area were determined in an Opportunity Area Planning Framework (OAPF) released in 2019.

The OAPF identified a significant infrastructure shortfall that will need to be addressed through innovative planning responses and a programme of investment to realise sustainable growth, including wider priorities for disruption reduction, decarbonisation and resilience.

To support realisation of the OAPF, strategies are being (or have been) prepared for key infrastructure sectors including water, energy, waste and digital. This represents the first time in London that a borough will have on hand a complete set of strategies developed in collaboration with utilities for a high growth area.

We are delivering innovation through new strategies including:

  • Integrated Water Management Strategy in partnership with Thames Water and the Environment Agency
  • London’s first Local Area Energy Plan, in collaboration with Energy Systems Catapult, UKPN and Cadent providing a pathway to achieve decarbonisation of the area’s energy system by 2030
