The Violence Reduction Unit has been funding RISE Mutual CIC (RISE) in partnership with Richmond Fellowship to deliver The Bambu Project since August 2022. To date, the programme is showing demonstratable positive outcomes, building emotional resilience in children and young people (age 11-24), and improving confidence to access further support in the future.
This decision is seeking permission to extend CYPIDA services delivered by Bambu project by 12 months beyond its end date in July 2024. The cost of the extension is within VRU budget.
The extension will provide continuation of existing services while introducing a new, additional service to support the victim/survivor parent of children and young people participating in the Bambu programme, thereby enabling ongoing support and the service to take a more holistic, family-wide approach.
This extension will enable the VRU to commission an evaluation/learning partner to collate and disseminate the learning of this programme. This 12-month extension will provide service continuity and give the VRU more time to collate the outcomes of the evaluation to inform future commissioning of support for children and young people impacted by domestic abuse.

The Casey Review highlighted significant issues with the service the Metropolitan Police Service (MPS) provides to victims of crime. In response to the Casey Review, the MPS End to End Victim Care Improvement Programme needs to hear from individuals with lived experience to shape and review the content and priorities of the Programme. The MPS and MOPAC jointly established an initial Victim Voice Forum (VVF) in Summer 2023. The Forum has enabled volunteers with lived experience to shape the work of the MPS and MOPAC to improve the service and support that victims receive. Following the success of this initial VVF, MOPAC is now working with the MPS to establish VVFs for cohorts identified by Casey as having low trust in the MPS – Black communities, women and girls, people with disabilities, young people and LGBTQ+ people.
The City of London have expressed an interest in sponsoring the forums; a partnership between MOPAC and City of London would prevent duplication of work and provide an opportunity to pool resources.
MOPAC is, therefore, seeking to appoint an external partner to facilitate and expand its engagement activities with these cohorts. This decision is seeking authority to procure this external partner and commit funding up to £300,000 across financial years 2024/25 to 2027/28 for the initial contract period. Additional extensions of the contract may be invoked for up to two years, at a maximum of £100,000 per annum. To accommodate for any funds received from City of London or if a funding uplift is required to commence further consultation work with those with lived experience, the maximum budget for this contract will be advertised as £650,000. Any extensions or variations to this contract will require a further decision.

The Violence Reduction Unit (VRU) budget enables us to fund a range of ambitious and crucial programmes that are designed to improve the environments, relationships, or actions that, if unaddressed and unsupported, may otherwise lead to violence. The VRU approach to violence reduction means putting communities, young people and their families at the heart of tackling the issue; and particularly in those parts of London most affected – often taking a place-based approach to violence reduction. The VRU’s current research & feedback from community stakeholders elevates the need for long term sustainable funding.  
The VRU would like to extend funding to boroughs experiencing significant volumes of serious violence in 2024/2025 through the Additional and Intensified Support funds. Boroughs will be able to utilise these additional funds to support the delivery of their serious violence duty strategy and violence and vulnerability reduction action plans.
The Mayor of London has allocated funding for the consecutive fiscal years 2022-2025 to support the VRU’s vital work. The VRU has taken the opportunity to extend many of its high-performing programmes of activity and this Decision sets out budget allocation including carry forward from 2023-2024 for ongoing funding across VRU Additional and Intensified Support Fund.

This decision seeks approval for a contract variation to extend the existing contract with PPS Consultants Ltd who have been providing the required additional capacity and expertise to assist MOPAC with overseeing the progression of 294 recommendations made by Lord Harris’ 2022 review into London’s Preparedness for a Major Terrorist Attack. The contract variation value is £60,000.
This existing contract with PPS Consultants Ltd began in November 2022 and is due to run until April 2024. Much good progress has been made against several recommendations already but due to the complexity and very large number of recommendations contained within the review, the work to oversee progress needs to continue and this contract now needs varying to extend the end date to June 2025 (at which point it is expected that MOPAC will issue a final report to stakeholders and Assembly Members and close the review).
PPS Consultants Ltd have exemplarily discharged their requirements within this contract and MOPAC would like to issue a contract variation to ensure that further work to oversee recommendations in the review can seamlessly continue until formal closure of the report.
The work of PPS Consultants Ltd is crucial in providing subject matter expertise to the Counter Terrorism and Counter Extremism Hub at MOPAC alongside taking ownership in providing MOPAC with evidence to support recommendation resolution. Due to the very specific subject matter knowledge required alongside the importance of continuity of this work, it would not be suitable to commission another consultant to undertake this work.
The initial value of the contract was £49,500. This will increase to £109,500 following a contract variation of £60,000. The contract variation does not increase the agreed day rate of PPS Consultants which was considerably lower than the alternative quote sourced by MOPAC when initially commissioning this work. The value of the variation is greater than the original contract value due the need to allocate increased hours to this work above the number initially anticipated due to the complexity and very large number of recommendations.

The London Resettlement Partnership (LRP) is a joint approach to improving the resettlement experience for children in London. The LRP is primarily funded by the Youth Justice Board but is partnered with the 32 London Boroughs, Association of London Directors of Children’s Services, Ministry of Justice, Youth Justice Board, Youth Custody Service and NHS England. The LRP aims to improve outcomes for children by working in partnership to present real opportunities that support their return to the community with the aim of reducing reoffending.
MOPAC currently match funds a post in Evidence and Insight to undertake the evaluation of LRP. LB Camden has offered a further £25,000 for further evaluation. This will provide additionality to existing evaluation activities, particularly as there have been significant delays in agreement on data sharing between boroughs, and the LRP evaluation team which has limited what MOPAC Evidence and Insight could do.

MOPAC manages and co funds the Youth 2 Adult Hub, a pilot project which aims to reduce reoffending and improve outcomes for young adults on probation in Newham. Due to reduced funding for this year of the pilot, the Hub will continue in 24/25 with an adapted operating model and reduction of services. MOPAC have been offered the opportunity to bid for funding to support key additional services in the hub including staff training and service user engagement, staff training and restorative justice. The result of this funding bid will not be known until late April. This Decision therefore asks to accept this funding if the bid is successful and for an additional contract extension for two current service providers to enable time after the Mayoral election to complete a competitive procurement process if the funding bid is successful. PCD 1584 already approved a contract extension of two months for these providers.

As outlined in the Mayor’s Tackling Violence Against Women and Girls (VAWG) Strategy 2022-2025, the Mayor has committed to exploring the feasibility of a pilot scheme in London to provide free, independent legal advice for victims on issues of privacy and data in relation to mobile phones and other devices, and in line with national recommendations in the London Rape Reviews.     

In February 2023, MOPAC commissioned the University of Glasgow to commence an 18-month Legal Advocacy Pilot in London (CEOD 14-2022 refers).  The agreement was made through a variation to the grant ‘Agreement for Operation Soteria Bluestone’ with an allocation of £70,000 to set up the pilot, with inclusion of the Women and Girls Network and Centre for Women’s Justice as subcontractors to the project.    

The pilot experienced a number of setbacks, primarily as a result of challenges in recruiting and retaining lawyers to the project. Furthermore there were challenges faced with appropriate referrals into the pilot.  In August 2023, following departure of the main lawyer, it was agreed that the pilot would pause and reflect, and consider how to improve the cost effectiveness of the pilot and build resilience into the workforce. A multi-agency partnership working group commenced and a proposed new model has been developed.    

This decision is seeking approval to provide additional funding of £148,500 to the project and to extend up until 30th June 2025.  The updated model will comprise of a single specialist hub made up of a small team in order to build specialist expertise in this new and niche area of law. The team will consist of two full-time lawyers, paralegal support, legal supervision and training, Counsel’s advice, and operational supervision and management. The pilot will provide support and representation for survivors, and also offer empirical testing of a) whether it is recommended for legal advice and representation to roll out nationally, and b) how any such advice and representation should be structured.

In March 2022, the Mayor published his new Police and Crime Plan (PCP), and in June 2022, he published his refreshed Violence Against Women and Girls (VAWG) Strategy. The refreshed Mayor’s strategy sets out the commitment to supporting victims through the provision of essential specialist services. The Mayor has committed to maintaining investment in the London Sexual Assault Referral Centres (SARCs).
SARCs are specialist medical and forensic services available to anyone who has been raped or sexually assaulted, regardless of whether they choose to report the offence to the police. Their provision is a core function of Police and Crime Commissioners; and they are the only service that offers the forensic medical examinations, a specialist medical procedure which contributes to the criminal justice process as part of victims’ access to justice.
MOPAC co-commission with NHS England (NHSE) London’s Haven’s, who provide the SARC service across the capital. It is delivered by Kings College Hospital NHS Foundation Trust, operates pan-London, and accepts referrals from the police and other professionals as well as self-referrals. The Havens operate from three hospital-based sites; Camberwell, Kensington and Whitechapel.

The role of an Appropriate Adult (AA) is to safeguard the interests of a vulnerable adult suspected of a criminal offence, to ensure they are treated in a fair and just manner and are able to participate effectively in criminal proceedings. This aims to create equity for all those coming into custody. 
The current Appropriate Adult Funded Scheme comes to an end on the 31st October 2024. This decision requests approval for MOPAC to fund, procure and contract award a new Appropriate Adult Service for Vulnerable Adults in London from 1st November 2024 until 31st March 2027. Following an options appraisal commissioned by MOPAC in partnership with NHS, MOPAC would like to commission a Pan London service with the inclusion of, where appropriate, local volunteering schemes.
This decision requests approval to procure this service at a maximum value of £5,438,000, to contract award the highest scoring bidder/s following a procurement process. There will be the opportunity to extend until March 2029 at MOPAC’s discretion subject to confirmation of funding.
