Caroline Russell has responded to criticism of the Mayor’s proposed toxicity charge, defending the plans but urging the Mayor to go further.
An alternative system of charging road users suggested by Caroline Russell could answer questions raised over the fairness of the scheme to small businesses.
Caroline Russell said:
“The T-charge, although a symbolic step in the right direction, is a blunt instrument and there is a better way.
“Londoner’s life expectancy is cut by up to 16 months due to air pollution. [1] Having your quality of life ruined by illnesses caused by bad air cannot be weighed against business costs, they aren’t even in the same category.
“People who run businesses are also concerned about the health of their families and loved ones.
“The Federation of Small Businesses has expressed support for a dynamic demand-based charging system for traffic. [2]
“The Mayor must conduct a study into a road-pricing scheme where people are charged by the time of day and distance travelled as well as by vehicle emissions.
“This is a fairer system that discourages extra vehicle trips and allows for exceptions for people with disabilities or essential workers such as midwives.”
