What is the Public London Charter?

The Public London Charter sets out eight principles owners and managers of public spaces need to follow to ensure that any new public spaces in London are safe, accessible, attractive and inclusive. London Plan Policy D8, on the public realm, requires all development that creates new public space to be managed in accordance with the Public London Charter.

Why do we need it?

The guidance will help to ensure that new or redeveloped public space is open, free to use and offers the highest level of public access. It will commit developers, managers and landowners to only put in place rules restricting the behaviour of the public that are essential for safe management of the space.

How has this guidance been prepared?

This guidance has been prepared by the Greater London Authority in collaboration with stakeholders. A summary of engagement work, feedback and changes to the LPG can be found in the Public London Charter LPG consultation summary report. A record of the consultation is available on the GLA engagement portal.

Equality issues have been considered throughout the development of the LPG. These are set out in the Equality Impact Assessment.

The LPG has been formally adopted by the Mayor. Details of this can be found in the Mayoral Decision.
