Scrappage Scheme Funding

Caroline Pigeon MBE AM moved, and Hina Bokhari AM seconded the following motion:

“This Assembly notes the importance of clean air for the health of Londoners.

This Assembly notes that the Government stated in 2022 that it had set aside £880m of ringfenced support for grants to upgrade vehicles in respect of Clean Air Zones around the country.

This Assembly notes the Mayor of London's scrappage scheme of £110m, which is included in his Final Draft Consolidated Budget 2023-24, to support his decision to expand the Ultra Low Emission Zone to Outer London from 29 August 2023.

This Assembly notes the financial impact of ULEZ expansion on residents, workers, visitors, businesses and charities, and it notes that this will affect far more people than currently covered by the Mayor's scrappage scheme.

This Assembly notes the impact of the cost of living crisis on all Londoners, including those on low to middle incomes.

This Assembly recognises that many of those who drive non-ULEZ compliant vehicles may be unable to afford compliant vehicles.

This Assembly calls on the Government to provide financial support for a comprehensive scrappage scheme in respect of the Mayor of London's decision to expand the ULEZ to Outer London, similar to that provided to other parts of England.

This Assembly calls on the Chair of the Assembly to write to the Secretary of State to demand extra funds to create such a comprehensive scheme."

Following debate and upon being put to a vote, the Motion was agreed with 15 votes being cast in favour, and 9 votes being cast against.
