Executive summary

The GLA’s health team is looking to appoint a consultant with public health expertise to:

- Develop the Mayor’s Health Inequalities Strategy; and

- Set out recommendations as to how health and health inequalities can systematically be considered across all GLA functions.

The expenditure involved will be up to £45,000 and will be fully funded by Public Health England.

Decision

That the Assistant Director of Health & Communities approves the receipt and expenditure of up to £45,000 to commission a consultant with public health expertise to provide support to the GLA’s health team.

Part 1: Non-confidential facts and advice

The GLA wishes to commission a consultant with public health expertise to provide support to the GLA’s health team. The total cost will be to a limit of £45,000.

There are two areas of work which require support from a consultation with public health expertise: the Mayor’s Health Inequalities Strategy and mainstreaming health considerations across all GLA functions. The work will be completed by the end of March 2017.

Health Inequalities Strategy
The consultant will develop the Mayor’s Health Inequalities Strategy by:
- Implementing a co-ordinated approach to the engagement of key external stakeholders in strategy development;
- Developing systematic consideration of Health Inequalities in other policy teams within the GLA Group;
- Identifying key areas for joint action across London on the priority areas of: early years, health lifestyles, mental health and asset-based community development;
- Developing an approach to consultation and engagement of Londoners; and
- Commissioning or delivering an integrated impact assessment of the proposed strategy’s contents.

Mainstreaming health
The consultation will provide public health expertise to the delivery the Mayor’s key manifesto and other commitments in health while taking advantage of external opportunities linked to devolution and the NHS’s Sustainability and Transformation Plans. The consultant will set out recommendations as to how health and health inequalities can systematically be considered in all GLA functions.

The health team actively considers the impact of its work on health inequalities (including the protected characteristics) and works with a range of other teams within the GLA to help them do the same.

4.1 Approval is being sought for the receipt and expenditure of up to a maximum of £45,000 for the procurement and commissioning of a consultant with public health expertise to support the GLA’s health team. The funding will be provided in full by Public Health England.

4.2 The funding from PHE and costs will be allocated to WBS GG.0240.009.

4.3 Any changes to this proposal will be subject to the Authority’s decision-making process.
