Building Council Homes for Londoners
Mayor Sadiq Khan has secured more than £4.8bn from the Government to help start building at least 116,000 affordable homes by March 2022. This will help Londoners who would otherwise struggle to rent or buy, and forms part of Homes for Londoners - the Mayor's work to tackle London's housing crisis. Building Council Homes for Londoners is dedicated to supporting councils to increase their capacity to deliver new-build programmes.
Funding prospectus
The Mayor published his Building Council Homes for Londoners funding prospectus in May 2018. This will help councils to build a new generation of council homes, with the majority of homes based on social rent levels. The prospectus explains how to get funding and other support from the Mayor and any rules that apply.

Addendum
An addendum to the Building Council Homes for Londoners funding prospectus programme was published in July 2018. This sets out how councils could bid for the £500 million additional Housing Revenue Account (HRA) borrowing. Following central Government's decision to abolish HRA borrowing caps, bidding for additional HRA borrowing headroom is no longer necessary.
Bidding
A combination of financial and non-financial support is available to councils as part of Building Council Homes for Londoners who have Investment Partner status with the GLA. Bids must be submitted through the GLA’s Open Project System (OPS).

Allocations
The initial programme allocation is £1,049.3m grant for 14,924 homes, of which 11,354 are based on social rent levels. The breakdown of allocations by council is below.
London Affordable Rent benchmarks
The Mayor expects to allocate the majority of affordable housing grant in Building Council Homes for Londoners towards homes based on social rent levels (with rents at or below the London Affordable Rent benchmarks).

Contracts
Affordable housing grant will be awarded using a standard form of GLA contract which is not subject to negotiation. Below is a link to the standard forms of grant agreements by funding route.
