VIP Trading Estate public hearing

In their role of making strategic planning decisions, the Mayor may occasionally take over an application, therefore becoming the local planning authority. They must then hold a public hearing before deciding whether or not to grant planning permission.

In this instance, the Mayor, Sadiq Khan, took over the application for the redevelopment of VIP Trading Estate .

Background to the public hearing

On 26 July 2018 Greenwich advised the Mayor that it was minded to refuse permission for the redevelopment proposals for VIP Trading Estate.

On 13 August 2018, having considered a report on the case, the Mayor notified Greenwich that he would act as the local planning authority for the purposes of determining the planning applications (under article 7 of the Mayor of London Order and the powers conferred by Section 2A of the 1990 Town and Country Planning Act).

The local authority for this case is 16/4008/F. The GLA reference is 3800.

Public Consultation 3 December - 14 January 2019

Subsequent to the Mayor’s direction, on 3 December 2018 the applicant submitted revisions in support of the application including:

  • the reduction in height of Building G by two and a half storeys to part three, part four storeys;
  • the reduction in height of two storeys of Building J to five storeys;
  • the increase in height of Building D by one storey to ten storeys;
  • the increase in height of Buildings E and F by one storey to part eight, part nine and part ten storeys;
  • the increase in the quantum of flexible commercial/retail floorspace from 3,201 to 3,250 sq.m. (GEA);
  • a reduction in the number of car parking spaces by two and the increase in cycle parking provision from 1,323 to 1,400 spaces;
  • the relocation of the car park entrance to the north east of Plot A and the relocation of residential entrances of Building F to be accessed from the east-west link.
  • The amendments do not seek to alter the quantum of residential units (771) or the quantum of community floorspace (909 sq.m. GEA) originally proposed, but alter the residential mix resulting in a reduction of four studio units; an increase of two one bedroom units and five two bedroom units; and the reduction of one three bed unit and two four bedroom units.

The applicant’s submission includes further environmental information under Regulation 22 of the EIA Regulations in relation to the Environmental Statement which has already been provided

Consultation period

The consultation period was originally meant to run until 11 January 2019. However, as the applicant is carrying out a public viewing of the amendments on the weekend of 12 and 13 Jan at the Anchor and Hope pub, the consultation period was extended to Monday 14 January. This is to allow anyone to submit representations following the viewing.

Representation hearing

A public Representation Hearing was held in The Chamber at City Hall on 29 January starting at 14.00, for the Mayor, Sadiq Khan to consider this application in detail and to determine whether or not planning permission should be granted.
