Draft Byelaws, Trafalgar Square and Parliament Square Gardens

The Mayor has published draft revised byelaws for Trafalgar Square and Parliament Square Garden for consultation. The current byelaws have been revised to take account of the Police Reform and Social Responsibility Act 2001 (‘the 2011 Act’) which introduces a new regime for Parliament Square. A number of other minor amendments have been made to the byelaws to simplify and update where possible.

The current byelaws, which apply to both Squares, are the Trafalgar Square and Parliament Square Garden Byelaws 2000 (as amended by the Trafalgar Square and Parliament Square Garden (Amendment No: 1) Byelaws 2002) (‘the 2000 Byelaws’).

The draft new byelaws make some changes to the 2000 Byelaws which are summarised in the table, “Summary of Key Changes”, linked below.

The byelaws were published for formal consultation by the Mayor, and comments were invited up to the deadline of 22 January 2012, by post to:

This consultation complements similar consultations being carried out by Westminster City Council and the Department for Culture, Media and Sport (DCMS) who are responsible for other areas of land in the vicinity of Parliament Square and who are similarly affected by the provisions of the 2011 Act.
