Under London's new strategic planning arrangements, executive power lies with the Mayor. His decisions on London's most significant developments, and his responses to boroughs on their new local plans, have the potential to change dramatically the future shape of the capital. How does the Mayor take these decisions? The London Assembly's report shows that in his first two years of office the Mayor has failed to open up his planning decision-making to public scrutiny. He excludes the public and the Assembly from his planning decisions meetings, which, the report reveals, he has on numerous occasions held immediately after meetings with selected developers. This practice risks exposing the Mayor to allegations of improper influence.
