Kensington Forum Hotel

In their role of making strategic planning decisions, the Mayor may occasionally take over an application, therefore becoming the local planning authority. They must then hold a public hearing before deciding whether or not to grant planning permission.

In this instance, the Mayor, Sadiq Khan, has taken over the application for the redevelopment of Kensington Forum Hotel.

Background to the public hearing

On 24 October 2018 Kensington & Chelsea advised the Mayor that it was minded to refuse permission for the redevelopment proposals for Kensington Forum Hotel.

On 23 April 2019, having considered a report on the case, the Deputy Mayor notified Kensington & Chelsea that the Mayor would act as the local planning authority for the purposes of determining the planning application (under article 7 of the Mayor of London Order and the powers conferred by Section 2A of the 1990 Town and Country Planning Act).

The local authority reference for this case is PP/18/03461. The GLA reference is 4266.

A Public Representation Hearing was held in the Chamber at City Hall on 21 June 2019, for the Mayor Sadiq Khan to consider the Application in detail and to determine whether planning permission should be granted. Following the hearing the Mayor decided to grant permission for the application subject to planning conditions and conclusion of a section 106 legal agreement.

Following a High Court ruling, the Mayor’s previous decision has been quashed and the Application is to be re-considered by the Mayor or Deputy Mayor.

Previous Public Consultation

A public consultation was held from 1 May - 5 June 2019 on revisions to the application that are set out below.

Subsequent to the Deputy Mayor’s direction, the applicant submitted revisions to the Application on 1 May 2019 including:

  • an increase in the number of residential units from 46 to 62;
  • an increase in the height of the seven storey element of the building containing the residential units by two storeys to nine storeys;
  • all of the residential units now proposed as affordable;
  • internal and external reconfiguration of the residential element of the building;
  • other external alterations to the elevational design, including integration of wind mitigation measures; and
  • amendments to cycle and refuse storage at ground and basement level.

The applicant’s submission included further environmental information under Regulation 25 of the EIA Regulations in relation to the Environmental Statement submitted with the application.

This public consultation

The current consultation period runs from 5 August 2020 until 11 September 2020.

Further amended planning documents have been submitted to the Mayor on 31 July 2020 and are available for the public to make comment on along with the amendments summarised above.

How to comment: If you intend to make representations in objection or support of the revisions to the Application these should be sent by email to [email protected] by 11 September 2020.

Consultation period: The application will not be decided before this consultation period ends. Comments received after the date referred to above, but before a decision is made, may still be taken into account but failure to meet this deadline could result in your comments not being considered. Any representations that have previously been made on this application to the Royal Borough of Kensington and Chelsea will still be taken into account.

How will the application be decided? The Mayor of London or Deputy Mayor, will consider the planning application at a public representation hearing to be held virtually. A provisional date for the hearing has been set. The provisional date is 22 October 2020 at 13.30. The hearing date will be confirmed 21 days prior to the hearing.
